City Council <br /> Meeting Minutes <br /> February 4, 2014 <br /> Page 24 of 28 <br /> COUNCIL COMMENTS <br /> Council member Loo asked if this is a solution in search of a problem. She opposed the <br /> idea of Neighborhood Councils. She stated the City is not a separate set of <br /> neighborhoods, it is a community and neighborhood councils would lead to more <br /> division. She spoke about representative democracy and stated the Council should be <br /> representing their constituents. She opposed the idea and felt it would create more <br /> division. <br /> Mayor Muckle felt the Neighborhood Council and Task Force could assist the City <br /> Council. He felt the Task Force is a good idea and personally spoke to all five <br /> individuals on the list. He stated they have a variety of specific skill sets. He supported <br /> the Task Force idea. <br /> Mayor Pro Tern Dalton opposed neighborhood committees, but supported the Task <br /> Force. He felt this committee might provide useful information to the City Council. <br /> Council member Stolzmann felt it would be appropriate to advertise for volunteers for <br /> the Task Force. Mayor Muckle supported advertising for a couple more volunteers. <br /> Mayor Muckle summarized for the most part the Council supported the formation of a <br /> Task Force and will advertise for more members who wish to volunteer and serve. Five <br /> people have already expressed an interest in serving on the Task Force. <br /> Public Relations Manager Muth suggested some sort of framework for advertising for <br /> task force members to enable a fair comparison. <br /> Council member Loo asked if the Council is advertising for two positions to make a total <br /> of seven members to serve on the Task Force. City Attorney Light explained the Charter <br /> does not require Council to advertise any specific number. Council will direct staff to <br /> advertise at whatever level is needed. The City Council will consider the resolution <br /> establishing the Task Force and appoint members at the March 4th City Council <br /> meeting. <br /> COUNCIL COMMENTS <br /> Council member Stolzmann stated it would be beneficial to advertise for candidates who <br /> have experience in public outreach, multiple types of media and marketing research. <br /> Mayor Muckle agreed and stated it is not necessary to advertise how many members <br /> will be appointed. He asked whether Council would agree to he and Council member <br /> Jasiak reviewing the applications and making recommendation to the City Council. <br /> There was Council consensus. <br /> ORDINANCE No. 1658, SERIES 2014— AN ORDINANCE AUTHORIZING THE <br /> EXCHANGE OF INTERESTS IN PARCELS OF PROPERTY OWNED BY THE CITY <br />
