City Council <br /> Meeting Minutes <br /> February 4, 2014 <br /> Page 4 of 28 <br /> Council member Jasiak had heard from residents who are severing ties with the cable <br /> company because Comcast is scrambling the signal to weaken the feed for television <br /> antennas. Public Relations Manager Muth explained Comcast is not connected to <br /> broadcasts over the airwaves. If residents are using television antennas they are not <br /> receiving Comcast programs. <br /> Mayor Pro Tem Dalton stated there are approximately 4,000 Comcast subscribers in the <br /> City of Louisville. <br /> Mayor Muckle explained the franchise agreement covers video services but not Internet <br /> services and the signal for television antennas comes from the broadcasters on top of <br /> Lookout Mountain. <br /> APPROVE CONSTRUCTION SERVICES AGREEMENT WITH LANDSCAPES <br /> UNLIMITED FOR COAL CREEK GOLF COURSE DISASTER RECOVERY PROJECT <br /> Mayor Muckle requested a staff presentation. <br /> Parks and Recreation Director Stevens explained this contract process with <br /> Landscapes Unlimited began at the City Council meeting on December 3`d. Staff asked <br /> the City Council to award a construction services contract, not—to-exceed $5M to <br /> Landscapes Unlimited, LLC inclusive of $211,700 previously authorized for <br /> preconstruction and design development services. <br /> The City continues to work with FEMA, but has not submitted a Project Worksheet <br /> (PW). The City is determining what classification should be submitted to FEMA; a <br /> traditional FEMA program; an improved project; an alternate pilot project or an alternate <br /> procedures project. Choosing the appropriate classification may impact how fast the <br /> City will receive proceeds from FEMA and whether the project will be a traditional <br /> program or an improved project. The improved project will include mitigation, which will <br /> provide additional FEMA funding. The City anticipates FEMA may cover up to $2M of <br /> project expenses. <br /> Parks and Recreation Director Stevens stated the guaranteed maximum price of $5 <br /> million has two contingencies; one is the owners contingency, which is $265,000 and <br /> the contractor's contingency of $200,000. Between the two funds there are sufficient <br /> funds to address any contingencies which may arise. He noted the project is on a very <br /> aggressive timeframe and that is one reason for selecting the design/build approach. <br /> PUBLIC COMMENTS <br /> Dawn Maloney, 314 Diamond Circle, Louisville, CO thanked Council for moving forward <br /> with the Golf Course Reconstruction Project. She also thanked the City staff and the <br /> Golf Course Advisory Board. She supported Landscapes Unlimited and the mitigation <br /> of the golf course. She thanked Council for their commitment and time. <br />
