City Council <br /> Meeting Minutes <br /> February 4, 2014 <br /> Page 9 of 28 <br /> The applicant is requesting a final planned unit development (PUD) to allow for the <br /> construction of a 998 square foot addition to the south side of the existing commercial <br /> structure, which was originally built in 1904. The proposed use is a restaurant. The <br /> property is zoned Commercial Community (CC) and is subject to the Design Handbook <br /> for Downtown Louisville. The addition is proposed to be located on an unoccupied <br /> portion of the lot between the existing building and the adjacent building to the south. <br /> The addition will be connected to the existing building to the north, and will be <br /> approximately two inches from the south lot line and the adjacent building. The Design <br /> Handbook for Downtown Louisville and the CC zoning allow zero lot line side and front <br /> setbacks. Under section 17.20.025 of the Louisville Municipal Code (LMC), additional <br /> parking is not required for additions of up to 999 square feet. Therefore, no parking is <br /> required as part of this proposal. The front of the addition will be set back two-and-a-half <br /> feet from the front lot line and the front of the existing building. This complies with the <br /> Design Handbook. The rear of the addition will be set back over 20 feet from the rear <br /> lot line, allowing room for access and loading. <br /> The proposed addition would be compatible but subordinate to the existing structure, as <br /> recommended by the Secretary of the Interior's Standards for the Treatment of Historic <br /> Buildings. The flat roof would differentiate the addition from the existing building and <br /> would fit in with the architectural vernacular of Downtown Louisville. Much of the front <br /> façade would be windows, and would provide function for the intended use and comply <br /> with the Design Handbook. <br /> The proposed PUD does not include a specific sign plan, but indicates future signage <br /> will comply with the Downtown Sign Manual. The applicant has requested the existing <br /> "Tivoli Beer" sign on the north façade be allowed as it replicates a historic sign. Staff <br /> supports this request and recommends a condition of approval that the PUD be <br /> modified to include the sign. <br /> Staff recommended approval of Resolution No. 7, Series 2014, recommending approval <br /> of the final PUD, with the following condition: 1.)The existing "Tivoli Beer" sign on the <br /> north façade shall be allowed to remain. <br /> COUNCIL COMMENTS <br /> Council member Loo asked if the neon sign would remain. Planner II Robinson stated <br /> that would be up to the applicant. The sign complies with the sign handbook so it may <br /> be maintained if the applicant so desires. <br /> Council member Loo asked if the Historic Preservation Commission offered an opinion <br /> on the neon sign.
