LOCAL LICENSING AUTHORITYMEMO <br />AGENDA ITEM VI-A <br />SUBJECT:DISCUSSION/ACTION – RULES OF PROCEDURE FOR RETAIL <br />MARIJUANA <br />DATE:FEBRUARY 24, 2014 <br />PRESENTED BY:CAROL HANSON, AUTHORITY SECRETARY <br />SUMMARY: <br />On April 16, 2013 City Council placed a temporary moratorium on retail marijuana <br />establishments in the City of Louisville. In December of 2013, Council passed an <br />ordinance allowing the two current medical marijuana centers to convert to retail or dual <br />use. At the same time, City Council amended Section 5 of the Louisville Municipal <br />Code to establish comprehensive licensing of RetailMarijuana Establishments. The <br />ordinance designates the Local Licensing Authority as the licensing authority for the City <br />and has given the Authority power to adopt rules of procedure related to the activities <br />involved in reviewing and acting on applications for new licenses, renewals and <br />considering revocation and suspension of licenses. <br />Attached is a draft of the Rules of Procedure for Retail Marijuana Establishmentsfor <br />the Authority’s Discussion and Action. Also included arefinal copiesof the <br />ordinancespassed by Council.
