Request for Proposals <br />Residential Solid Waste Collection <br />City of Louisville, Colorado <br />Introduction <br />1. <br />The City of Louisville (City) is soliciting proposals from qualified contractors for the collection <br />of single-family residential trash (landfill waste), single stream recyclables and compostables. <br />Household participation in the city-wide waste collection program is mandatory with a few <br />exceptions. The one exception to this is those homeowner associations (HOAs) that currently <br />offer their residents curbside waste collection services. Those HOAs may receive an “exemption <br />from participation” and their residents would thus be exempt from the City collection fee. <br />Residents may also opt out of the service, with the City still collecting fees. In this case the <br />contractor will not be compensated for these accounts. Collection fees will be assessed through <br />the City's utility billing system based on account information provided by the contractor, except <br />for those selecting to “opt-out” of service. <br />The City may award a contract as a result of this RFP process. A start date for collection services <br />is to be set by mutual agreement between the City and the contractor, and is anticipated to be <br />August 1, 2014 <br />. Questions may be referred to, and photocopies of this proposal may be obtained <br />from Kurt Kowar, Director of Public Works. Proposals shall be sent to the City of Louisville, <br />Department of Public Works, 749 Main Street, Louisville, CO 80027 in a sealed envelope <br />marked “City of Louisville Waste Collection Proposal” and shall be received by 4:00 p.m. on <br />Monday, April xx, 2014 <br />. <br />General Information <br />2. <br />Demographics <br />2.1 <br />The City has an estimated population of 19,200 people residing in an approximately 7.8 square <br />mile area. <br />2013 solid waste collection data (future numbers subject to change): <br />Number of households receiving service: 5200 <br />Annual total landfill tonnage: 3750 <br />Annual total Single Stream Recyclables tonnage: 2000 <br />Annual total Compostables tonnage: 1100 <br />Autumn leaf and yard waste collection (cubic yards): 2400 <br />Commercial and industrial complexes are not part of this request for proposals. <br />City Goals and Objectives <br />2.2 <br />The City intends to provide curbside pick-up for trash, single stream recyclables and <br />compostables for all single-family residences within the City, and to bill this service as part of <br />the monthly utility bill. The City believes in maintaining a high level commitment to quality <br />customer service. In procuring the services described in this RFP, the City seeks to provide high <br />quality public services that are convenient for the residents.
