Louisville City Council Meeting <br />December 16, 2003 <br />Page 3 of 18 <br /> <br />RESOLUTION NO. 53, SERIES 2003 - A RESOLUTION ESTABLISHING <br />WATER RATES FOR 2004 FOR THE CITY OF LOUISVILLE <br /> <br />Mayor Davidson called for Staff presentation. <br /> <br />Finance Director Charlene Laus reviewed Resolution No. 53, Series 2003, which <br />establishes water rates for 2004. She noted during the budget process, Staff proposed a <br />modest increase in the minimum billing rate per cycle for residential accounts of $0.25, <br />which would bring the minimum billing for each residential account to $8.75. A modest <br />increase of $0.25 in the incremental charges per thousand gallons at the higher <br />consumption tiers was also included. The incremental charge per thousand for <br />consumption below 20,000 gallons per cycle is not changed. Corresponding increases are <br />proposed for the non-residential rates as well. This adjustment in rates will increase <br />revenues for water user fees approximately $100,000. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Brown stated there was one outstanding issue with one community <br />group that he has forwarded to Staff. <br /> <br />MOTION: Mayor Pro Tem Sisk moved that Council approve Resolution No. 53, Series <br />2003, seconded by Council member Brown. Roll call vote was taken. The motion <br />passed by a vote of 7-0. <br /> <br />Mayor Pro Tem Sisk asked Finance Director Laus to explain the new water rates <br />schedule. Laus stated one of the problems with the new rates schedule during the smmner <br />month, is the billing on a four/four/five schedule. She explained each quarter there are <br />two billing cycles at four weeks and one at five weeks. With the new rate schedule there <br />was a big increase in the five-week cycle. The proposal is to make the five-week cycles <br />in the winter, early spring or late fall months, therefore, all of the summer months will be <br />at the four-week schedule. <br /> <br />Mayor Pro Tem Sisk reported Finance Director Laus has taken another position and will <br />be leaving the City on December 24th. He commended Finance Director Laus for her <br />graciousness and the accuracy of her work. He thanked Laus for her dedication and <br />service.
