Louisville City Council Meeting <br />December 16, 2003 <br />Page 6 of 18 <br /> <br />has been irregular and referenced the proposal to extend the terms of the Planning <br />Commissioners to review the STK proposal as inappropriate. He addressed the Ward III <br />meeting, where the citizens expressed their opposition to the development on the STK <br />property. He stated the Planning Commission would review the Citizens' <br />Comprehensive Plan amendment next month. The plan prohibits housing, but allows <br />commercial development on the STK property. He requested open houses sponsored by <br />the City to receive citizen input. He urged Council to reject the annexation of STK. <br /> <br />Susan Morris, 939 W. Maple Court, Louisville, CO, stated an annexation should be a <br />benefit to the community. She stated the STK plan presents planning problems, financial <br />problems and legal problems with the vested rights issues. She voiced her belief the plan <br />does not benefit the community and requested the City deny the STK annexation <br />proposal. <br /> <br />Doug Grinbergs, 530 W. Sycamore Circle, Louisville, CO, addressed the December 2, <br />2003 meeting, which lasted over six hours and expressed his concern there is no citizen <br />support for this project. He noted he had not spoken to any citizens who support the <br />annexation. <br /> <br />Cindy Bedell, 662 West Willow, Louisville, CO, stated she purchased her home in <br />Louisville to live in a small, quaint community. She voiced her opinion the STK <br />commercial proposal could be better and the 80-acrea parcel could be purchased for open <br />space. She stated the development would overcrowd the City's facilities. She urged <br />Council to deny their proposal. <br /> <br />City Attorney Sam Light requested that the record for the public hearing on the STK <br />application include the following documents: All documents the applicants have filed <br />since October 7, 2003 relating the annexation, all written comments filed with the City <br />since October 7, 2003 regarding the proposed annexation, all material included in the <br />City Council packet, and any other public records included in the Planning Department <br />files since October 7, 2003. <br /> <br />MOTION: Mayor Davidson moved the documents outlined by the City Attorney be <br />included in the record, seconded by Mayor Pro Tem Sisk. All in favor. <br /> <br />Mayor Davidson thanked the citizens who sent him e-mails relative to the STK proposal. <br /> <br />COUNCIL QUESTIONS <br /> <br />Mayor Pro Tem Sisk had several questions for the StorageTek representatives relative to <br />the anneXation and development agreement including: Vested Property Rights; <br />Residential Building Permits; Public Improvement Permits; Public Improvement <br />Financing; Parks, Open Space and Trails.
