<br />Lathrop stated that Main Street is called that for a reason and it should continue to be Main Street <br />in some form or another in the future. He did not agree with this plan. He disclosed that he had met <br />with the applicant several months ago on a preliminary basis and this plan was not representative of <br />their discussions. He pointed out that Roosevelt was never designed to be Main Street and it is <br />operating as Main Street today. He felt it absolutely necessary that the City solve its Bella Vista/96th <br />Street connection. He wasn't sure connecting Bella Vista to Locke Street would be the proper <br />solution. He felt the density of the project was too much. He liked the architecture, but not clustered <br />together. He wasn't sure the park on the east side was the most effective and utilized the most. <br />There was no secondary access to the property forcing everyone to use Main Street. He suggested <br />Front Street. He wanted it made clear to the property owners and the people that own the 10 acres <br />what the exact legal position of Front Street is. He wanted to know ifit was possible that the units <br />were two-story. Lathrop asked if the park land on the east side of the project being proposed because <br />it is not buildable or is it buildable? <br /> <br />Montgomery stated that there are no stairs to second floors, as they are all ranch homes. The park <br />land is approximately half buildable with the new floodplain line that is coming through. <br /> <br />Davidson stated that Council typically does not do anything unless there is consensus of the <br />neighborhood and they are entirely opposed to what is proposed. He suggested they rework their <br />plans and have the development meet the flavor of the Old Town. Also, putting 500 cars per day on <br />Rex Street was not acceptable. <br /> <br />Mayer suggested that the transportation issue be looked into and that the development might be <br />better as semi-rural. <br /> <br />Sisk moved that Council not refer this request on to the Planning Commission. Seconded by Howard. <br />All in favor. <br /> <br />DISCUSSION/DIRECTION - ANNEXATION OF .67 ACRES AT 601 JOHNSON STREET- <br />ZUKAITIS/KRANKER PROPERTY <br /> <br />Paul Wood, Planning Director, stated that KreutZffian Construction wished to annex .667 acres at 601 <br />Johnson Street, which is the deadend of the street. The intent of the applicant would be to file an <br />overall subdivision plat and a PUD development plan which would incorporate both 601 Johnson <br />Street and the 1.5 acres immediately to the south known as the Kranker property. Secondary access <br />would not be available to the parcel. Two concept plans showed six lots with a park on one and <br />seven lots without a park on the other. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />NO APPLICANT PRESENT. <br /> <br />5 <br />
