City Council <br /> Meeting Minutes <br /> March 4, 2014 <br /> Page 10 of 21 <br /> RESOLUTION No. 14, SERIES 2014— A RESOLUTION ESTABLISHING A PUBLIC <br /> OUTREACH TASK FORCE TO PROVIDE ADVISORY RECOMMENDATIONS OF <br /> THE CITY'S PUBLIC OUTREACH AND NOTIFICATION PROCESSES <br /> Mayor Muckle called for a staff presentation. <br /> Public Relations Manager Muth noted at the February 4, 2014 City Council meeting the <br /> City council discussed the creation of a Public Outreach Task Force to advise and <br /> assist the City Council and staff in identifying additional potential ways to improve the <br /> City's public outreach. The Louisville City Charter, Article 10-2 (f) states: "The Council <br /> may establish, by resolution, task forces or committees to provide advisory <br /> recommendations on special or short-term issues. The resolution establishing the task <br /> force or committee shall set forth the goals and responsibilities of the task force or <br /> committee. The appointment or removal of each task force or committee member shall <br /> require the affirmative vote of a majority of the entire Council." <br /> This draft resolution creates a Public Outreach Task Force with the following goals: <br /> • Identify new tools for public outreach; <br /> • Identify new outlets for public outreach; <br /> • Identify coordinated branding techniques and how to implement branding in <br /> various types of information; <br /> • Identify internal departmental actions that will enhance public outreach; <br /> • Evaluate the City's Public Involvement Policy. <br /> • Identify the funding and staffing resources needed for enhanced public outreach <br /> and public involvement. <br /> In addition to the individuals Mayor Muckle spoke to, staff advertised for anyone <br /> interested in serving on a Public Outreach Task Force and received five applications in <br /> addition to Councilmember Jasiak. All applicants are Louisville residents with an interest <br /> in and knowledge of marketing and public outreach. The applicants are: Shelley Angell; <br /> Eric Fowles; Emily Jasiak; Julie Kovash; Aquiles La Grave and Michael Menaker. <br /> Staff estimates the Task Force will meet 4 -5 times over the course of six months. A <br /> more specific scope of work will be determined at the first meeting of the group. Staff <br /> recommended Council approve Resolution No. 14, Series 2014 creating a Public <br /> Outreach Task Force and appoint the six identified members. <br /> COUNCIL COMMENTS <br /> Mayor Muckle explained the proposed Task Force is in response to the concern <br /> expressed about public outreach. The Task Force will consist of professionals who <br /> have experience in reaching out to businesses and residents. He spoke to people in <br /> Louisville who have experience and a request for volunteers to serve on the Task Force <br /> was advertised. <br />
