Department of Planning and Building Safety <br />749 Main Street Louisville CO 80027 303.335.4592 www.louisvilleco.gov <br />MM <br />EMORANDU <br />To: Historic Preservation Commission Members <br />From: Department of Planning and Building Safety <br />Subject: Preservation Master Plan <br />Date: March 17, 2014 <br />The 2013 Comprehensive Plan update calls for the creation of a Preservation <br />Master Plan. A Preservation Master Plan will serve as a guiding document for <br />the Louisville preservation program, defining the community’s goals for the <br />program and helping to coordinate the various aspects of the program to best <br />achieve those goals. The previous Preservation Master Plan was created by the <br />Downtown Business Association in 1998, and was never officially adopted by the <br />City. Louisville has undergone significant changes since then, including the <br />creation of the Historic Preservation Commission and the Historic Preservation <br />Fund, and a new plan is needed. <br />Staff anticipates the Plan having three main sections. The first would be a <br />description of existing conditions, including the City’s history and current historic <br />resources. This section would also describe the preservation program as it <br />currently functions, highlighting elements that work well and elements which <br />need additional work. <br />The second section would describe the community’s goals for the preservation <br />program, both general and specific.The general goals would describe the <br />community’s vision for the program, and how historic preservation fits in with the <br />vision and core values defined in the Comp Plan. The specific goals would <br />tackle individual elements of the program, such as the treatment of mid-century <br />and later structures, the use of districts, and preservation incentives, and define <br />whether and how the City should utilize each element to achieve the broader <br />goals. <br />The third section will define implementation steps to achieve the defined goals. <br />These could include changes to the Louisville Municipal Code or additional City <br />Council resolutions, as well as future projects such as surveys and collaboration <br />with other entities. <br />
