City Council <br />Meeting Minutes <br />April 1, 2014 <br />Page 9 of 24 <br />begins. Landscapes Unlimited has volunteered to patrol the golf course during <br />construction and remind the public not to enter the construction site. <br />Mayor Muckle inquired when the contractor will begin to trench the irrigation system. <br />Parks and Recreation Director Stevens explained this is a very different project due to <br />flood issues and FEMA regulations. Staff will meet with FEMA on Wednesday to <br />discuss the project timelines to have the golf course online by spring of 2015. <br />Coal Creek Trail System Reconstruction: The design /build contract approved in March <br />of 2013 for Goodland Construction. The Guaranteed Maximum Price is $540,000 with a <br />$54,000 Contingency. The Project Begins in April of 2014 and is anticipated to be <br />completed in 4 months. CDOT has begun the trail under US 36, which will have to be <br />realigned. <br />COUNCIL COMMENTS <br />Council member Keany noted the creek bed behind Cable Labs is flat and still has quite <br />a bit of cobble stone. He asked whether more work has to be done on the creek bed. <br />CIP Manager Trettin explained CDOT dammed up the creek in that area to install a <br />culvert, which will detour the creek. Staff expressed their concern about snow melt and <br />will meet with CDOT to get the rock out of the creek before the culvert is installed. <br />Mayor Muckle reported on complaints the trail is difficult to traverse by bicycle. He _ <br />asked if the CDOT closure is non - negotiable. Planning Director Russ stated it is non- <br />negotiable and CDOT is looking for a detour at Dillon and Dyer Road as the alternative. <br />CDOT is advancing the crossing at Avista Hospital however there will not be a <br />connection through the Superior Town Center. The only pedestrian connection will be <br />the RTD Bridge. <br />PUBLIC COMMENT <br />Debbie Fahey, 1118 W. Enclave Circle, Louisville, CO asked when the public will have <br />an opportunity to see the City Services Facility plans to provide input on the design of <br />the building and determine whether it would include green building, LEED and is <br />sustainable. CIP Manager Trettin explained one of the requirements of the DOLA grant <br />is green building however the City will not proceed with the physical LEED certification. <br />It will have an Energy Star rating. <br />City Manager Fleming stated one of the reasons for not proceeding with a LEED <br />certification is the additional cost. The intent will be achieved without the certification. <br />DISCUSSION /DIRECTION — SMALL AREA PLAN — PROJECT <br />APPROACH AND SCOPE OF WORK <br />Mayor Muckle requested a staff presentation. <br />
