Golf Course Advisory Board Minutes <br />March 17 2014 <br />Page 3 of 6 <br /> <br /> Coal Creek hits a sweet-spot for demographics, course layout and value. <br />With a coherent strategy and good implementation of a business plan we <br />should be successful. <br /> The Board was very impressed by the presentation and encouraged Staff <br />to consider funding additional services from Golf Convergence including <br />focused surveys. Staff was encouraged to set up a meeting within the <br />next few weeks that includes the Board and Key Stakeholders (Men’s and <br />Ladies Leagues) to share more views. <br />7Staff Update <br />a) Status of WGP Termination. <br />Staff has arrived at a final Agreement on termination terms with WGP <br />subject to a final review by WGP and formal acceptance by City Council <br />Final approval is expected at the April 1 Council meeting. Some final <br />wording needs to be agreed on indemnification to the City should any <br />unforeseen pre-existing conditions arise such as hazardous waste. The <br />Agreement includes funds to reimburse Summit Club members, Peak <br />Players and Gift Card holders for unused value. City Staff will compile a <br />list of creditors and send letters once the deal is concluded. <br />b) Work in FEMA approval, overall, is on schedule. Some parts are ahead <br />th <br />and some behind. Staff completed a 5 tour of the course with FEMA <br />Staff and we are now ready for FEMA to create the Project Worksheets. <br />Stormwater Permits are in place from both the City and the State, Army <br />Corps of Engineers approval is complete pending a final walk-through. No <br />issues were uncovered by an Environmental and Historical Protection <br />inspection, subject to a final walk-through, Flood Plain and Grading <br />permits are pending. Staff is comfortable that permits will not delay the <br />start of work and noted that FEMA is working to a new set of regulations <br />(dated September 4 2013) and as a result some caution is being <br />exercised to make sure no incorrect precedents are set. <br />c) LU Project Schedule and Checkpoints. <br />LU sees no change to the project schedule. Basic work is due to start this <br />week and notices have been issued by the City that the entire Golf Course <br />(and Coal Creek Trail) is designated as a building site, fences will be <br />erected and public access is prohibited on penalty of a substantial fine. <br />The Public have become used to using the course for walking and other <br />recreational activates so tactful enforcement will be needed. It is still <br />expected that grassing can start in July.
