City Council <br />Meeting Minutes <br />April 15, 2014 <br />Page 14 of 15 <br />CITY ATTORNEY'S REPORT <br />City Attorney Light reported on Thursday, April 24, at 6:30 p.m. the City will conduct <br />Boards and Commission training on quasi - judicial matters. On Monday, April 28, at <br />6:30 p.m. training will be conducted for non - quasi - judicial Boards and Commissions. <br />Council member Lipton noted there are members of the Open Space Advisory Board <br />who cannot make the training. Public Relations Manager Muth explained the training is <br />offered twice a year, spring and fall. <br />Council member Keany suggested it would be very helpful to discuss with quasi - judicial <br />boards that outside information such as Google maps and satellite images may bias the <br />board or commission member's judgment. City Attorney Light would include technology <br />aspects such as emails. <br />Council member Keany inquired whether the regular boards and commissions are also <br />subject to non -email broadcast rules. City Attorney Light stated all boards and <br />commissions are bound by the same rules as the quasi - judicial boards, such as email <br />discussion, which is covered under the open meetings law. <br />COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF <br />FUTURE AGENDA ITEMS <br />Council member Stolzmann stated she would have preferred to discuss personnel <br />expectations and past performances in executive session, but as the group disagreed, <br />she would provide feedback now. She saw three major areas for improvement: <br />communication, follow through and oversight. She had many specific examples to <br />accompany each category. She felt when there are performance problems; it is <br />Council's fault for not clearly setting goals and expectations. She felt discussing <br />weaknesses and strengths would be the first step in addressing the failures as a <br />Council. She felt the City Manager needs to work on communication, follow through <br />and oversight. She noted these are very serious topics and very important to the <br />citizens of Louisville. She did not feel comfortable sharing the specific examples as it <br />would provide undue embarrassment for different members of staff. She invited Council <br />members to discuss the specific examples with her. <br />Council member Lipton requested a future agenda item to discuss performance <br />measures for the City Manager and a study session to establish goals for the City <br />Manager and a proper evaluation plan. He noted the City of Boulder also struggles with <br />evaluating their City Manager and have tried various methods. <br />Mayor Muckle reported the Northwest Area Mobility Study (NAMS) will meet on Friday <br />April 18 in Broomfield. Based on the study, the US 36 Mayors and Commissions <br />Coalition will present a consensus document requesting continued work on rail issues, <br />and spending RTD funds to improve transportation in the region. <br />
