City Council <br />Meeting Minutes <br />April 15, 2014 <br />Page 5 of 15 <br />Colorado Department of Public Safety Division of Homeland Security and Emergency <br />Management and the City of Louisville for the FEMA Public Assistance Program. Grant <br />agreements are required for Project Worksheets (PWs) submitted under the FEMA <br />Public Assistance Program for "large" projects. This Category A PW is for $95,519.15. <br />The "Version" PW for Category A has been submitted with FEMA concurrence in the <br />amount of $235,354.06. Additionally, a PW for Category B Protective Measures — In <br />Stream Hazardous Removal is to be submitted shortly for $356,401.52. The total <br />submitted to FEMA for reimbursement (75% FEMA, 12.5% State) related to <br />Debris /Hazardous Removal will be $687,275.27. This also includes reimbursement for <br />City labor in the immediate days after the flood event, City equipment and direct <br />administrative costs. <br />There will be future PWs for a "Version" Category A for Debris Removal; Category B for <br />in- stream debris removal and Category G for the Coal Creek Golf Course reconstruction <br />and trail restoration. The IGA will be amended to reflect all future PWs. Staff met today <br />with the State to discuss the reimbursement process. <br />COUNCIL COMMENT <br />Mayor Pro Tem Dalton noted the contracts and the nature of the work is basically the <br />same; however, the scope of the work is being extended because of the funding <br />available. <br />Public Works Director Kowar confirmed the nature of the work is exactly the same. He <br />noted through negotiations the unit cost of the scope was lowered. He noted at the time <br />when the debris removal was put out to bid, there were a lot of unknowns, with respect <br />to the unseen amount of debris; what FEMA would reimburse and who has expertise to <br />do the debris removal. Part of the strategy was to put a cost framework together and <br />get the project started. Deputy City Manager Balser noted other cities report the price <br />of debris removal work is going up. She stressed the value of renegotiating the <br />contract. <br />RESOLUTION No. 21, SERIES 2014 — A RESOLUTION APPROVING AN <br />INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF <br />TRANSPORTATION FOR THE COUNTY ROAD BRIDGE AND DILLON ROAD <br />UNDERPASS FLOOD RECONSTRUCTION PROJECS <br />Public Works Director Kowar reported staff is working with CDOT and the FHWA for the <br />design and construction of a new bridge on County Road. The resolution approves the <br />IGA, for the demolition and stabilization scope of work, which will become part of the <br />Master Intergovernmental Agreement (IGA) with CDOT all municipalities requesting <br />FHWA funding assistance must sign. The IGA is the initial steps to begin the process. <br />Timeline for the County Road Bridge: There was a pre -bid conference meeting last <br />week and many consultants expressed interest in designing the bridge.
