<br />8. C_v. Composite Sample. A representative flow-proportioned or <br />time-proportioned sample, collected within a twenty-four hour <br />period composed of a minimum of four individual samples collected <br />at equally spaced intervals and combined according to flow or <br />time. <br /> <br />10. Coolinq Water. Water to which the only pollutant added is <br />heat. <br /> <br />11. Control Authoritv. The term "control authority" shall <br />refer to the Director of Public Works, City of Louisville, or his <br />designated agent. <br /> <br />12. Critical Industrv. A User which is a significant user, a <br />categorical industry or which is required to report the storage <br />of hazardous materials pursuant to the requirements of this <br />ordinance. This includes both significant and potential contrib- <br />utors. <br /> <br />13. Direct Discharqe. The discharge of treated or untreated <br />wastewater directly to the waters of the State of Colorado. <br /> <br />14. Domestic or Sanitary Wastes. Liquid wastes (a) from the <br />non-commercial preparation, cooking and handling of food, or (b) <br />containing only human excrement and similar matter from the <br />sanitary conveniences of dwellings, commercial buildings, indus- <br />trial facilities, and institution or combination thereof. <br /> <br />15. Existinq User. An industrial user which is in operation <br />at the time of promulgation of Categorical Pretreatment Standards. <br /> <br />16. Fats. Oil or Grease Jj'OG). Any hydrocarbons, fatty acids, <br />soaps, fats, waxes, oils and any other material that is extracted <br />by freon solvent, as specified in 40 CFR 136.3 <br /> <br />17. Garbaqe, Solid wastes from domestic and commercial <br />preparation, cooking and dispensing of food and from handling, <br />storage and sale of produce. "Properly ground garbage" shall <br />mean the wastes from the preparation, cooking and dispensing of <br />foods that have been ground to such a degree that all particles <br />will be carried freely under the flow conditions normally <br />prevailing in public sewers, with no particles greater than one- <br />half inch in any dimension. <br /> <br />18. Grab Sample. A sample which is taken from a waste stream <br />on a one-time basis with no regard to the flow in the waste <br />stream and without considerat:ion of time. <br /> <br />19. Harmful Wastes. Harmful wastes shall mean any solid, <br />liquid, or gaseous substances which would violate the <br />prohibitions contained in this ordinance. <br /> <br />3 <br />
