Mayer wanted to revisit, at a later date, the likely water needs.

Lathrop stated that his experience with low flow toilet fixtures was that it doesn't work, as it requires
two flushes to accomplish what it used to take one. He did support the shower heads and sinks.

Howard moved that Council endorse the Draft Water Conservation Plan. Seconded by Keany. All
in favor.

NOTIFICATION OF AWARD FOR COPS FAST GRANT POLICE OFFICER

Bruce Goodman, Chief of Police, stated that Louisville had been selected to receive two more police
officers under the now called Cops Universal Program. He asked Council for preliminary approval
for receiving the grant. There should be no cost to the City.

Davidson complimented Goodman on getting the second grant from the Federal Government.

Davidson called for Council comments or motions.

Howard moved that Council give preliminary acceptance to the Cops Universal Grant Award and
preliminary approval to authorize the hiring of two additional police officers in 1996. Seconded by
Lathrop. All in favor.

CLUB HOMES HOMEOWNERS PROPOSAL OF LAND DONATION

Steve Baysinger, Parks & Recreation Director, stated that the Club Homes Homeowner's Association
had contacted the City in regard to wanting to donate Outlot L to the City within the park system.
He explained that this parcel joins land that had already been dedicated through the Meadows at Coal
Creek for park land and there is already a hard surface trail through there. Along with the land
donation, Club Homes offered to make a $9,000 donation to help the City off-set the cost of
landscaping.

Davidson called for Council questions or comments.

Howard wondered why the offer was made.

Baysinger stated that they could not build a home on it. He stated that they would have the property
conveyed to the City as a donation with no strings attached.

Howard moved that Council approve the Club Homes Homeowner's Association proposal of land
donation and cash with no strings attached. Seconded by Keany.

4
