Revitalization Commission <br />Minutes <br />April 14, 2014 <br />Page 2 of 3 <br />Reports of the Commission: <br />• Fisher and Gorsevski toured the Core Project Area with DELO reps and it was <br />very beneficial to better understand the project. <br />• Urban Renewal legislation is being proposed at the State. City Staff is watching <br />its progress. Menaker made a motion to have staff write a letter to our area <br />legislators if needed. Seconded by Lathrop. Motion approved. <br />Business Matters of the Commission — <br />a. Engagement Letter with Butler Snow: <br />• Costs were defined by Butler Snow. Attorney Light did not have any concerns <br />about the fee. He stated the LRC needs bond counsel and feels Butler Snow <br />has the experience necessary. <br />• LRC must send the Core Area Agreement to Butler Snow. <br />• Motion was made and approved to sign the engagement letter <br />b. Parking Study Update: <br />• Planning and Building Safety Director Troy Russ presented an update to the <br />Downtown Parking and Pedestrian Action Plan. <br />• A committee has been formed comprised of people representing downtown <br />interests, neighborhood interests and City of Louisville. <br />• This group will forward recommendations based on information gathered from <br />the detailed study done last summer which updated a 2010 parking study. <br />• There are a range of solutions including: <br />• Supply improvements <br />• Management /Enforcement improvements <br />• There will be a meeting on April 30th for feedback on recommended solutions <br />• The committee is looking for feedback. <br />o We do not have mass transit to support less parking <br />o Residents need to self - regulate <br />o Can we look at lease options? <br />o Is alley parking feasible? <br />o Can we use Blue Parrot parking? <br />c. DELO Infrastructure Update /Discussion: <br />• Justin McClure gave an update on the DELO project. <br />• There was a discussion of expanded infrastructure to the project. <br />• Commissioner Gorsevski is supportive of the upgrades and feels it can be a <br />catalyst. <br />• Commissioner Lathrop feels we need the maximum bond <br />• Commissioner Tofte thinks the improvements to South Street should be <br />included <br />• Commissioner Menaker feels all the risk is on the investor buying the bonds <br />and there is no risk to the City of Louisville <br />3 <br />
