Mayer wanted to find out if the current lighting is safe, or should be altered, and the cost before the
City is committed. He thought "special events" should be specified.

Sisk stated that Miner's Field should be used as a case of last resort, not a case of first resort.

Lathrop thought the issue of safety should be looked at and the cost of correction.

Davidson asked if the intent of the motion was that there not be lighted games at Miner's Field unless
a need could be shown, but the lights would continue to exist there for mainly special events.

Lathrop reiterated picking up the last part of the paragraph, "...the lights at Miner's Field will no
longer be used unless for special events or needs as permitted by the Recreation Director and/or City
Administrator (Sisk's amendment >) and in no case to proceed past the hour of 10:00 p.m." He
pointed out that it does not mean in general. It means that the use of the field as a lighted field would
have to come from the Recreation Director and/or City Administrator. It is not a choice of the use
of Miner's Field as a first choice, but as a back-up or last choice.

Mayer asked that the Resolution be read one more time.

Lathrop stated that he would read the last paragraph: "Now, therefore, be it resolved that the City
Council of the City of Louisville, Colorado has directed that once the lighted Louisville Sports
Complex is in operation, the lights at Miner's Field will no longer be used unless for special events
or needs as permitted by the Recreation Director and/or City Administrator and in no case past the
hour of 10:00 p.m."

Mayer offered a friendly amendment "presuming that the lights pose no safety problems to the
residents. "

Lathrop accepted that.

Davidson stated that it had been moved and seconded to amend Resolution No. 50, Series 1994. Roll
call was taken. Motion passed by a 6 - 0 vote with Howard being absent.

Davidson directed staff to look into the issue of the number of non-resident players as far as the over-
crowding of the Louisville ballfields and make a determination of what action could be taken.

Sisk asked if staff would also look at what the City's participation is in terms of youth activities.

RECESS

Davidson called for a five minute recess.

Davidson called the meeting back to order.

6
