earliest practical City Council meeting to present the proposed annexation for Council review and comment. 2. City Council Feasibility Determination. The presentation to the City Council should address the pertinent as- pects of the annexation/development including location of the annexation territory, size, land use, density of development, water and sewer re- quirements as well as other necessary City services and other such fac- tors in a general manner. If the City Council finds the proposal is not feasible, the applicant shall either revise the proposal and re- submit it or consider the matter closed. If the City Council deter- mines that the proposal is potentially feasible it shall refer the proposed annexation to the planning Commission for review, evaluation and recommendation. 3. Payment of Annexation Fees. Stage I annexation fees, which shall be based on the following schedule shall be paid prior to meeting with the Planning Commission. Stage II fees shall be payable as the various land areas are platted. Plannin4 Commission - Annexation Impact Statement. The applicant shall meet; with the Planning Commission at a regularly scheduled Planning Commission meeting and present generally the same information as was presented to the City Council. The Planning Commission will comment as to its opinions, suggestions and overall impression of the proposal and instruct the applicant to prepare an Annexation Impact Statement for their analysis and evaluation. If the applicant believes a waiver of some of the requirements of the Annexation Impact Statement should be granted he should so advise -2-
