City Council <br />Meeting Minutes <br />May 20, 2014 <br />Page 12 of 20 <br />Council member Stolzmann generally agreed with Council member Lipton but wanted to <br />see a larger buffer in Centennial Valley. <br />MOTION: Council member Lipton moved to approve Ordinance No. 1665, Series 2014 <br />on second and final reading, seconded by Council member Loo. <br />Mayor Muckle asked if there was support for a friendly amendment to increase the <br />buffer in Centennial Valley, the motioner and seconder did not accept a friendly <br />amendment. Mayor Muckle was concerned food trucks in Centennial Valley would take <br />away business from the restaurants there. If the ordinance was changed in the future to <br />use by right, could the food trucks be told they had to leave. Attorney Light stated it <br />would then be a legal non - conforming use if they made some change. If you change <br />the rule, generally you must consider it on a go forward basis. Council member <br />Stolzman suggested starting with a larger buffer. Mayor Muckle did not want to over - <br />worry the issue and asked for a roll call vote on the motion on the table. <br />Roll call vote was taken. The motion carried by a vote of 5 -0. Mayor Pro Tem Dalton <br />absent. <br />RESOLUTION No. 29, SERIES 2014 — A RESOLUTION APPROVING AN UPDATE <br />TO THE CITY OF LOUISVILLE'S STORM DRAINAGE CRITERIA MANUAL <br />COMPLETED BY WH PACIFIC IN AUGUST 2013 <br />Mayor Muckle requested a staff presentation. <br />Public Works Director Kowar reviewed the update to the City's Storm Drainage Criteria <br />Manual, which was completed by WH Pacific in August of 2013. <br />List of Updates (1982 — 2014) <br />• Added extensive cross referencing to UDFCD Urban Storm Drainage Criteria <br />Manual, Volumes 1 -3 <br />• Added Downtown Louisville Overlay District boundary map and criteria <br />• Added City of Louisville specific Time - Intensity- Frequency curve <br />• Added references to City's major watersheds and floodplain regulations <br />• Added Chapters 6 -8 <br />o Water Quality Requirements <br />o Sediment and Erosion Control Criteria (construction) <br />o Operation and Maintenance of Storm Sewer Facilities <br />Downtown Overlay District/Small Area Plan <br />• Areas designated as Redevelopment/infill <br />• May be subject to requirements /waivers based on site limits <br />
