City Council <br />Meeting Minutes <br />May 20, 2014 <br />Page 4 of 20 <br />committee also considered the quality of service and services offered and available. <br />Although Waste Connections has the lowest cost structure they scored lower than the <br />competition in the following areas: Services; RFP — Proposal; References; Schedule <br />and Equipment. The average rates for recyclables and compostables collection <br />program are as follows: <br />Current: $18.55 <br />Waste Connections 20.36 <br />Republic Services 20.67 <br />Western Disposal 22.60 <br />Discussion in the interviews addressed the Emerald Ash Borer waste disposal and the <br />current quarantine in place in Boulder County, composting, and how to transition if a <br />different company were to take over for Western. Days of pick -up were addressed. All <br />of the items considered were included in the scoring. <br />Staff recommended the City Council authorize the Mayor to execute the proposed <br />agreement with Republic Services for single hauler residential trash services for a 5- <br />year (annually renewed) period. In addition, approve the Director of Public Works to <br />issue a Notice to Proceed and begin implementation of public relations and equipment <br />procurement in coordination with Republic Services to initiate service on August 1, <br />2014. Public Works Director Kowar reported Dominic Moreno and his team from <br />Republic were available to answer any questions. <br />COUNCIL COMMENTS <br />Council member Loo asked about some information received in an email concerning CU <br />and Boulder County cancelling contracts with Republic. <br />Public Works Director Kowar reported Adams County School District 12, State of <br />Colorado, Greenwood Village and Edgewater gave good reviews. He reported Republic <br />says there were some differences in expectations with Boulder County where they could <br />not make them happy. He was not able to get answers about what occurred with CU. <br />Dominick Moreno, Municipal Relationship Manager and Mark Allen, General Manager <br />for Republic Services, addressed the contracts with Boulder County and CU. These <br />were commercial accounts, not residential and Republic did not anticipate the number <br />of service changes with the County and were not able to respond to the changes. Mr. <br />Allen addressed the CU issues. There were two incidents; one where a container was <br />behind a locked gate and one where a container was placed in the wrong location which <br />was remedied within an hour. <br />Mr. Allen reported Republic enjoyed the process and complimented City staff. He <br />expressed the desire to do business with the City of Louisville. Mr. Moreno valued the <br />forward thinking of the City of Louisville and wanted to work with the City to accomplish <br />
