City Council <br />Meeting Minutes <br />May 20, 2014 <br />Page 8 of 20 <br />Dan Souders, 644 Left Hand Canyon, Boulder, CO owner of Western Disposal, <br />cautioned the Emerald Ash Borer trash could not be hauled out of the area and had to <br />be processed at their facility or buried at the landfill according to the regulations they <br />have been given by the Department of Agriculture. <br />COUNCIL COMMENT <br />Council member Keany asked to see the rate structure reworked to encourage more <br />composting and smaller trash containers. <br />Council member Lipton was fine with taking time to analyze the data properly with some <br />of the suggestions but was not sure it would ultimately change the ranking. <br />Council member Stolzmann was in favor of taking time to analyze with an eye toward <br />encouraging composting. She felt the current response from Republic was skewed <br />toward bigger trash bins. She favored one day pick -up. <br />Council member Loo remarked if we are re- doing, which she was not necessarily in <br />favor of, she wanted to look at one day a week pick -up because of its importance <br />expressed by the residents. <br />Mayor Muckle thanked both companies for their thoughtful responses. He wanted to <br />encourage diversion and one day a week pick up. <br />Public Works Director Kowar addressed the integrity of the RFP process and trying to <br />get the best price and product for the residents. He was reluctant to have the <br />companies amend their proposals. The recommended vendor was confident they could <br />provide the service. <br />City Manager Fleming noted the RFP was specific about evaluating on price but <br />wondered if it was clear about the average cost pricing. He wanted Council to be <br />comfortable awarding the contract based on what was in the RFP. He encouraged <br />Council to ask staff to come back with some of the specifics they wanted considered. <br />Council member Loo felt there had been a process, the process was honored, and she <br />was willing to vote. <br />Council member Keany stated with his mix of containers, his price would go up 50 %. <br />Big trash can users prices would go down and he did not feel this encouraged diversion. <br />Council member Lipton did not want to go back out to bid. Staff could re- analyze the <br />data they have by looking at the community profile. Customers should be able to <br />choose what size trash cans they want. <br />
