She felt only one <br />response to the RFP adhered to the pay as you throw concept. She felt the information <br />Council needed for a decision was in front of them, with the weighting of the different <br />customer classes but felt it put greater emphasis on the high users who currently pay <br />more because of how averages work. She asked if someone other than Republic was <br />chosen, would new contract language need to be written. <br />Public Works Director Kowar reported the RFP was the same as the one five years ago <br />and wanted direction on pay as you throw specification structure. <br />City Manager Fleming suggested looking at what the RFP said about price and <br />compare average, median and mode price and the effect on the different classes. <br />MOTION: Council member Lipton moved to continue this item to the next regularly <br />scheduled meeting and have staff analyze the data as suggested by Council and bring <br />back that analysis for Council consideration, seconded by Council member Keany. The <br />motion carried by a vote of 5 -0. Mayor Pro Tem Dalton absent. <br />Further discussion noted getting this information back at the next meeting might be <br />difficult so City Manager Fleming and Public Works Director Kowar would keep the <br />analysis moving forward and present to Council as soon as possible. <br />ORDINANCE No. 1665, SERIES 2014 — AN ORDINANCE AMENDING TITLE 17 OF <br />THE LOUISVILLE MUNICIPAL CODE TO DEFINE FOOD TRUCKS, FOOD CARTS, <br />AND MOBILE RETAIL FOOD ESTABLISHMENTS AND ADOPT REGULATIONS <br />ADDRESSING THEIR ALLOWED OPERATIONS WITHIN LOUISVILLE — 2nd <br />Reading — Public Hearing <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light introduced Ordinance No.1665, Series 2014. <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Planning and Building Safety Director Russ explained Ordinance No. 1665, Series <br />2014, would amend Title 17 of the Louisville Municipal Code to define food trucks, food <br />carts, and mobile food establishments and adopts regulations addressing the operations <br />in the City of Louisville. Currently food trucks are not defined and have been <br />considered a part of Use Group #35 which addresses the sales and repair of motor <br />vehicles, outdoor sales and repairs (appliances, retail goods, eating and drinking etc.), <br />and rental facilities. Staff is suggesting a new zone category with new definitions to Use <br />Group #35a to include the following: <br />• Ice Cream Vendor <br />• Mobile Food Vehicle <br />
