She liked the rest of the manual. Planning and Building Director Russ stated this section allows for a joint pond to be created so as to meet stormwater detention rules. Council member Stolzmann felt it allowed for not following the stormwater requirements. Public Works Director Kowar stated there is always a requirement for a drainage report on any development, including these areas. PUBLIC COMMENTS None COUNCIL COMMENTS Council member Lipton asked if there was a definition section in the manual and if the terms were consistent with the approved comprehensive plan. City Manager Fleming pointed to Figure 3.1 which maps the small area plans and overlay districts. Council member Stolzmann suggested the process remain the same for all non- conforming properties. Planning and Building Safety Director Russ noted there was no change to single family residential which is the majority of Louisville. Each request that comes forward is considered individually. Council member Lipton said tying this to the PUD process gives him comfort and noted this sets criteria to put the burden back on the developer to meet the technical criteria. Council member Stolzmann felt Section 3.3. released these areas from the detention rules. Public Works Kowar didn't feel it released them from the rules but provides a framework for discussion.
