Open Space Advisory Board
Minutes
June 11th, 2014
8. Tom suggested that there could be language in the plan to provide for temporarily
closing properties or sections of properties to protect coyotes that are aggressive due to
denning. OSAB agreed.
9. Missy and Laura liked the graphic showing the futility of lethal control in the Superior
plan and recommended that Catherine see if she could use the figure, or one like it.
10. Jeff asked about the proper response for a homeowner who has coyotes coming
into their yard, and suggested that there should be a "what to do if there's a coyote in
your yard or private property" section in the document. Catherine and Joe suggested
that people call 911 and Police would follow the management and response plan. This is
another reason why OSAB thinks the private property section should be explicit and
called out. Linda suggested that Police might need coyote- specific training if they are
being tasked with evaluating whether a coyote encounter is aggressive. Joe said that he
would like to see that, too.
11. Missy reminded the Board about the historical communication difficulties between
Open Space staff and Police, and asked whether this plan provides for a central
repository for coyote documentation data. Staff wants Open Space to manage that
repository. Helen suggested that Open Space should also report coyote summary data
back to the public since we are asking the public to report.
12. Laura noticed that the coyote encounter forms say to send them to Catherine's City
email address, and she suggested establishing a designated
"CoyotesCcLouisvilleCo.gov" email address where forms could be sent. This email could
then be forwarded to Catherine or whoever is in charge of coyote response management
at the time.
13. Tom mentioned that the response plan doesn't include any sort of longer -term follow
up after incidents and attacks, and it might be reassuring to specify a long -term
response.
14. Missy asked if there is a need for any additional budget for the expanded education
and outreach indicated by this document. Catherine said that there hasn't been specific
consideration of this additional budget load yet.
Laura commented that she thought Catherine has done a very fine job on this draft
document, OSAB agreed.
IX. Discussion: Survey & Wayfinding Subcommittee Updates
The wayfinding subcommittee is waiting to review and provide input on the wayfinding
RFP and will report when they have seen it.
No action from the survey subcommittee. Tom has not heard from the professor who
expressed interest in doing citizen surveys.
X. Discussion: Review Materials for Study Session with City Council
The study session with City Council is on August 12th.
Helen provided OSAB with a draft document to share with City Council for the study
session. This was included in the meeting packet.
5
