Planning Commission <br />Staff Report <br />July10, 2014 <br />The applicant has also included an alternative proposal with more parking on Outlot A, <br />which would yield an additional nine spaces. Staff believes removing the green space <br />on Outlot A would detract from the aesthetic quality of the development and the historic <br />character of the Grain Elevator. Because the applicant is able to meet the required <br />parking minimums elsewhere on the site, staff recommends this option not be pursued. <br />If all additional parking is provided, the total would be 81 spaces. <br />Architecture <br />Because this is a preliminary application, the architectural details have not been <br />finalized. The applicant is generally proposing an architectural style echoing the Grain <br />Elevatorand the mining structures which were found in the City in the past. More <br />architectural details will be provided with the final PUD submittal. <br />Landscaping <br />The details of the landscaping plan will be provided with final PUD. The conceptual plan <br />provided with the preliminary PUD complies with Downtown Design Guidelines and <br />includes street trees and parking lot trees, as well as a green space on Outlot A. <br />Site Drainage and Floodplain <br />The property is not required by the Louisville Municipal Code (LMC)to provide full storm <br />water detention. The amountofimperious surface proposed is not increasing over what <br />is currently occurring on the site and therefore is not required additional storm water <br />detention.The site will provide water quality detentionto meet City requirements. The <br />property is also in the 100 year flood zone, and will be required to obtain a floodplain <br />development permit from the Board of Adjustment before final plat and PUD. <br />Historic Preservation Commission Review <br />The Historic Preservation Commission reviewed the application at their June 16, 2014 <br />meeting. The HPC was generally in favor of the project, and provided comments <br />attached below. The Commissioners were in favor of the site layout, which would <br />provide unobstructed views ofthe Grain Elevator, and the proposedarchitecturalstyle of <br />the new construction. <br />STAFF RECOMMENDATION: <br />The applicant is requesting the following waivers from the standards of the LMC, the <br />Downtown Framework Plan, and the Downtown Design Handbook: <br />Rear setback of zero feet for the existing building on Lot 1 instead of 20 feet. <br />Rear setback of 1’9” for the addition on Lot 2 instead of 20 feet. <br />Lot coverage of 52% on Lot 1 instead of 40%. <br />Lot coverage of 43% on Lot 2 instead of 40% <br />Allowance for three stories and screening to extend beyond 35 feet on Lot 1. <br />Maximum height of 50 feet for the existing structure on Lot 2. <br />Allowance for three stories and screening to extend beyond 35 feet on Lot 3. <br />Staff believes the waivers are justified under LMC Section 17.28.110 based on the <br />design and public access provided on Outlot A as a public plaza.
