He felt these goals <br />should be linked to the City Manager's performance evaluation plan. He wanted to see <br />fewer and more specific goals. <br />Council member Stolzmann felt it would be a mistake to take anything off the list of <br />goals, which represent the guiding goals for the community. <br />Mayor Muckle asked if Council members have any goals they would like to add to the <br />list. He suggested Council go through the list and categorize and prioritize them. <br />Council member Loo felt the residents want basic services. Council member Stolzmann <br />and Council member Keany stressed there is a public expectation for basic services. <br />City Manager Fleming explained the list of goals was based on the goals submitted by <br />City Council. He felt the goals will eventually be flushed out. The attempt was to have <br />a mix of broad points with attainable goals. <br />Council member Keany felt the list could be drilled down to the attainable objectives and <br />although he supported various goals, he did not want to get bogged down with the <br />goals. <br />Council member Loo felt the Arts program was a good idea, but felt the Arts Master <br />Plan should come first. She felt the sculpture in the park and the 10% dedicated to the <br />Arts should be postponed until the Arts Master Plan is adopted. <br />Council member Stolzmann suggested each goal be addressed individually. Council <br />member Lipton agreed. Mayor Muckle suggested re- numbering some goals to establish <br />priority. <br />The City Council discussed each category of goals and revised the titles of some <br />objectives and re- prioritized the list to reflect their preference. Certain goals were <br />starred ( *) and ( * *) for special emphasis. <br />Maintain Small Town Character <br />❑ Improve Management of Community Events* <br />❑ Develop Arts Master Plan <br />❑ Complete Neighborhood Plan prototype* <br />❑ Evaluate Community Garden pilot project <br />❑ Adopt Small Area Plans for McCaslin Blvd. and South Boulder Road <br />❑ Improve coordination with BVSD <br />Improve Basic City Services <br />❑ Achieve average OCI of 75 by 2019 with minimum OCI of 35 on all streets by a <br />specified date ** <br />❑ Complete City Services Facility and move operations into new facility* <br />
