City Council <br />Meeting Minutes <br />July 1,2014 <br />Page 22 of 31 <br />Council member Keany stated there is a discussion later on in the meeting relative to <br />doing regional detention and there was a condition on a previous item on whether <br />detention would be on -site or off -site. He felt the next decision Council should make is <br />on the financing question for on -site or off -site detention. <br />MOTION: Mayor Muckle moved to approve Resolution No. 34, Series 2014, seconded <br />by Mayor Pro Tem Dalton. The motion passed by a vote of 4 -2. Council members <br />Moss and Stolzmann voted no. Absent: Council member Loo. <br />DISCUSSION /DIRECTION /ACTION — USE OF A PORTION OF THE <br />WASTEWATER TREATMENT PLANT SITE FOR HIGHWAY 42 <br />URBAN RENEWAL AREA CORE PROJECT AREA STORMWATER <br />DETENTION/WATER QUALITY POND <br />Mayor Muckle requested a staff presentation. <br />Economic Development Director DeJong addressed the approach to stormwater <br />detention for the Highway 42 Core Area. One option is to construct an offsite /regional <br />stormwater detention /water quality pond on a portion of the City's existing wastewater <br />treatment plant and use that detention pond to serve the Urban Renewal Area core <br />area. The second alternative to an offsite /regional stormwater detention pond is to <br />require property owners in the URA core area to use onsite detention. <br />Background: The City is improving stormwater conveyance to reduce flooding impacts <br />for the downtown area. The Highway 42 Revitalization Area has several developments <br />coming together (DELO, Tebo Development and Boom Property). <br />The Project: To provide required storm water detention and water quality off -site for <br />developments in the Core Project Area. The opportunity would not exist without the City <br />addressing downtown flooding constraints. The Project would have several City <br />benefits: Better flood safety and mitigation; Cost would be more economical; would <br />provide better public area in development; reduce future design challenges and at no <br />financial costs to the City. <br />Design considerations and tradeoffs: No guarantee offsite detention is feasible and <br />land used for detention cannot be used for other purposes. Having regional detention <br />off -site does not create the opportunity for greater density in the Core Area. The <br />approved DELO Preliminary PUD limits overall density. Total estimated cost for off -site <br />detention is $675,000. LRC proposes $350,000 be funded through Core Project Area <br />Infrastructure Bonds. The remaining $325,000 funded from other LRC funds or from <br />Core Area property owners. The maintenance costs will be paid by development. <br />COUNCIL COMMENTS <br />
