City Council
Meeting Minutes
July 1,2014
Council member Keany stated there is a discussion later on in the meeting relative to
doing regional detention and there was a condition on a previous item on whether
detention would be on -site or off -site. He felt the next decision Council should make is
on the financing question for on -site or off -site detention.
MOTION: Mayor Muckle moved to approve Resolution No. 34, Series 2014, seconded
by Mayor Pro Tem Dalton. The motion passed by a vote of 4 -2. Council members
Moss and Stolzmann voted no. Absent: Council member Loo.
DISCUSSION /DIRECTION /ACTION — USE OF A PORTION OF THE
WASTEWATER TREATMENT PLANT SITE FOR HIGHWAY 42
URBAN RENEWAL AREA CORE PROJECT AREA STORMWATER
DETENTION/WATER QUALITY POND
Mayor Muckle requested a staff presentation.
Economic Development Director DeJong addressed the approach to stormwater
detention for the Highway 42 Core Area. One option is to construct an offsite /regional
stormwater detention /water quality pond on a portion of the City's existing wastewater
treatment plant and use that detention pond to serve the Urban Renewal Area core
area. The second alternative to an offsite /regional stormwater detention pond is to
require property owners in the URA core area to use onsite detention.
Background: The City is improving stormwater conveyance to reduce flooding impacts
for the downtown area. The Highway 42 Revitalization Area has several developments
coming together (DELO, Tebo Development and Boom Property).
The Project: To provide required storm water detention and water quality off -site for
developments in the Core Project Area. The opportunity would not exist without the City
addressing downtown flooding constraints. The Project would have several City
benefits: Better flood safety and mitigation; Cost would be more economical; would
provide better public area in development; reduce future design challenges and at no
financial costs to the City.
Design considerations and tradeoffs: No guarantee offsite detention is feasible and
land used for detention cannot be used for other purposes. Having regional detention
off -site does not create the opportunity for greater density in the Core Area. The
approved DELO Preliminary PUD limits overall density. Total estimated cost for off -site
detention is $675,000. LRC proposes $350,000 be funded through Core Project Area
Infrastructure Bonds. The remaining $325,000 funded from other LRC funds or from
Core Area property owners. The maintenance costs will be paid by development.
COUNCIL COMMENTS
