III. GUIDING PRINCIPLES <br />This plan is based on the following five principles, which guide its overall development <br />and implementation. <br />Proactive v. Reactive <br />The emphasis of this plan is to capitalize on opportunities to tell our own story rather <br />than to rely on others to interpret our actions, issues, services and programs. When <br />telling our own story, we should do so first, to reduce the likelihood of inaccurate <br />portrayals. <br />One Boulder v. Silos <br />The City of Boulder exists to serve the needs of its stakeholders. Employees operate in <br />an environment that values Customer Service, Respect, Integrity, Collaboration, and <br />Innovation. This communications plan emphasizes the organization's priorities, core values <br />and resource allocation by conveying accurate information to stakeholders so they may <br />fully and effectively engage with their municipal government. <br />Open v. Closed <br />Our intent is to provide communications platforms that foster an open communications <br />system, with information shared both internally and externally. Two -way communication <br />is emphasized. Openness creates a sense of ownership, teamwork and accountability. <br />Strongly Themed v. Scattered Messages <br />A communications program built on consistency is more efficient than one with <br />unrelated and scattered messages. Communications should support, reinforce and reflect <br />the goals and target issues of the city as established by management in concert with the <br />initiatives and policies of the City Council. This underscores the idea of "one city /one <br />Boulder." <br />Interactive & collaborative <br />Interactive communications involves the two -way flow of information, both internally <br />within the city and externally in the city's relationships with its stakeholders. <br />Interaction also enhances the principle of partnerships to enhance communication <br />capacity among city staff, collaborating with community organization to solve <br />problems and leverage communication vehicles to share community information. <br />9 <br />
