It is, but isan <br />181advisory document. Since the Comprehensive Plan does not have the force of law, the <br />182City must rely on other regulatory measures to implement the Comprehensive Plan. <br />183Principle to these documents is the Louisville Municipal Code (LMC),andspecifically the <br />184Louisville Subdivision (Chapter 16 of the LMC) and Zoning Ordinances as adopted <br />185(Chapter 17 in the LMC) and the zoning map of the City. Additional documents include <br />186the Annual Operating and Capital Budget and the Capital Improvement Program. <br />187 <br />188The City of Louisville Subdivision and Zoning ordinances and the official zoning map <br />189control the allowed uses of land as well as the design and bulk standards which govern <br />190the size, shape and form of land use developments. The official zoning map reflects a <br />191number of zone districts which govern where uses by right and uses by special review <br />192may be located. The Subdivision and Zoning ordinances of the City should correspond <br />193to the goals and policies of the Comprehensive Plan to ensure that incremental <br />194development decisions reflect the Community Vision. All land use applications will be <br />195reviewed for conformance with the Comprehensive Plan. <br />196 <br />197The Framework Plan is a map which reflects preferred land use patterns and <br />198community character zones for specific geographical areas. The designations are <br />199illustrative and are not intended to depict either parcel specific locations or exact <br />200acreage for specific uses. <br />201 <br />202Louisville Municipal Code 17.62.050 (Time for review) states “A review and updating of <br />203the comprehensive plan shall occur at least every four years. … Additional reviews of <br />204the comprehensive plan may occur more often as necessary”. A Plan review provides <br />205the City an opportunity to update the Community Vision and Core Community Values <br />206Principles and Policies. Based on this principle, the next review of the Plan shall occur <br />207in 2017. <br />208A review of the Comprehensive Plan shall occur every 5years to update the Community <br />209Vision and Core Community Values Principles and Policies. Based on this principle, the <br />210next review of this Plan shall be completed by December 31, 2016. Additional review of <br />211the Plan may occur more often as necessary. <br />212 <br />213 <br />214 <br />215THE PROCESS <br />216 <br />217PLANNING PROCESS AND PUBLIC INVOLVEMENT <br />218 <br />219The process of drafting the Comprehensive Plan represents the results of the <br />220collaborative efforts of community stakeholders: residents, business owners and <br />221operators, public and private organizations inthe City, as well as the City Council, <br />222Planning Commission, and all of the City’s Citizen bBoards and cCommissions. The <br />223Comprehensive Plan was developed by City sStaff following a five-phase process of <br />224Desire, Discovery, Design, Discussion, and Documentation. <br />
