Planning Commission <br />Meeting Minutes <br />April; 10, 2014 <br />Page 3of 37 <br />new line. This discussion and resolutionwill be made before construction <br />begins. <br />PROPOSED: The proposed 2200 SF two story office building would be built <br />behind the existing single story building. The property is approximately 26’ wide. <br />Although there are issues with the width of the property, the building can be built <br />on the property line but they want the ability for the public to be able to park <br />behind the building and walk between the uses. They have a 5’ setback between <br />the building and the fence to the south. They have provided a notch where the <br />building starts coming close to the neighbor’s building to the north. They have <br />permitted a 3’ separation for future maintenance.They have worked this out with <br />the neighbor and will provide this notch for maintenance of windows, etc. <br />ARCHITECTURAL ELEVATIONS: Downtown Framework Plan / Downtown <br />Design Handbook must be addressed in order to build in Downtown. Staff has <br />reviewed the submittal and it complies. Exterior materials: vertical siding vertical <br />wood with a semi-transparent olive colored stain.They will utilize beetle-kill pine <br />for this material.For the north wall where they can go zero lot line, they cannot <br />have any windows so they are recommending corrugated weathering steel for its <br />durability (no maintenance) and also for the warm rust colored finish it will <br />achieve.The weatheringquality will be visually interesting. They will have a <br />different type of siding anddifferent types of stain, and perhaps some stucco for <br />the south, east, and west sides of the building providing more unity to the design. <br />On the south side, the 5’ walkway is visible. The roof pitch will be similarto what <br />is currently found downtown. They are also providing a bump out that has a flat <br />roof pitch which is a design treatment which makes the building look as though it <br />has evolved over time. <br />Staff Recommendations: <br />Staff recommends approval of Resolution No. 3, Series 2014, recommending approval <br />of a final planned unit development (PUD) to allow a 2,200 SF office building at 931 <br />Main Street, with two conditions: <br />1.A Sewer Agreement between property owners shallbeapproved prior to <br />recordation so that 824 South Street can continue to use the sewer line. <br />2.A Parking Agreementwhich provides for two on street parking spaces. They <br />need one additionalparking space.Code allows them to seek additional parking <br />within a 700’ radius or they can pay a parking fee in lieu of $3,600 for one <br />parking space required.They have agreed to either one of these. <br />Commission Questions of Staff: <br />Russell asked if Planning has heard from either neighbor. <br />McCartney says we have been in conversation since the submittal. The north owner‘s <br />initial inquiry was that they didn’t want to get rid of their encroaching patio. The owner <br />has been working withthe north owner and they have worked everything out. The <br />current use of the northern property is residential and used as a rental so the property <br />owner has been the primary contact. <br />Moline asked whether it makes sense during this process to get a plat to address the <br />encroachment in order to get it dealt with at this time. <br /> <br />
