I did not <br />hear anyone say “down with the restaurants or stop Street Faire.” What they are saying <br />is “help us.”If we don’t, there may be a day which we have seen in other towns is that <br />the neighborhoods do rise up and say “enough is enough.” This is a call to arms, <br />saying “we love what is going on Downtown and we love Old Town” so let’s do <br />something together. <br />CONVENIENCE: From a convenience perspective, do we actually define the <br />availability for homes, seeing where they could park rather than around the block? Can <br />we choose to pave our alleys and snow plow our alleys which we do not currently do <br />nowandexpect people to park inthe alleys? In a big snow event when alleys are not <br />plowed, the residents go to the street and exacerbate the problem. <br />These are all things to consider. We are mapping it,putting a cost to it, and creating <br />policy. At the April 16, 2014, the Parking Committee will see itand we can do this <br />round again with specific recommendations. Anything related to Chapter 17, Planning <br />Commission will review and some of the capital improvements will go straight to <br />Council. We will let you know what is going on. <br />Commission Questions of Staff: <br />Russell asks how many parking spaces do we lose in the summer when we put the <br />decks out. <br />Russ says 13. <br />Russell asks how does City-sponsored valet parking address the parking issue at peak <br />hours. <br />Russ says with valet, you can get more parking spaces in surface lots. If the City <br />worked a lease with an office space, valet can get nearly double more spaces. For <br />example, at KoKo Plaza, by standard at a public opening, there are 41 spaces. A valet <br />can get double that. <br />Russell asks is it possible to assign parking in lieu of prices that are differentiated by <br />use, such as a restaurant ($7000), an office ($4000). <br />Russ says we can use that as an incentive tool like the business incentive program. At <br />this time, we do not have the problem during the day. The restaurants want a better <br />lunch crowd to promote office users. You can use parking ratios to do that. We can do <br />it through ratios, payment in lieu of fees, and others. <br />Prichard asks if Russ needs anything from Planning Commission. <br />Russ says to email him or anyone on the team with any additional thoughts. <br />Pritchard says this issue will need to be addressed with some tough decisions.
