Planning Commission <br />Meeting Minutes <br />April; 10, 2014 <br />Page 8of 37 <br />None. <br />Public Notice Certification: <br />Posted in City Hall, Public Library, Recreation Center, and the Courts and Police <br />Building, on the City website, and mailed to surrounding property owners –March 21, <br />2014.Published in the Boulder Daily Camera –March23, 2014. <br />Staff Report of Facts and Issues: <br />Robinson presented from power point. <br />A request for a planned unit development (PUD) for an existing industrial flex <br />building in the Colorado Tech Center on650 South Taylor Avenue. The property <br />was built in 1984 without a PUD before the city began requiring a PUD for all <br />commercial buildings. This would be the first PUD for this site. The only <br />developmentthey areproposing with this PUD is thethree signs.The property <br />has one existing monument sign. <br />The property has three tenants but the main tenant is Community Food Share <br />and two other smaller tenants. <br />Underthe property zonedindustrial and governed by the Industrial Development <br />Design Standards and Guidelines (IDDSG), under those guidelines generally one <br />monument sign is allowed per development unless there are multiple tenants or <br />multiple entrances off of the public right-of-way. In this case, there are two <br />entrances off of Taylor Avenue and multiple tenants. The IDDSG recommends <br />going through the PUD process to determine how many monument signs should <br />be placed. <br />The applicant is requesting three monument signs. One main monument sign <br />would go back where the existing monument sign is, just replacing it. One will be <br />a directional sign giving visitors directions to the various entrances for <br />Community Food Share and to the other tenants. One monument sign will be at <br />the main entrance for Community Food Share and function as an entrance sign <br />usually done as a wall sign. In this case, the applicant is requesting a monument <br />sign instead. <br />The main monument sign as far as size and design complies with the IDDSG. It <br />is a cross shape design so two faces will say “Community Food Share.” It is <br />about 25 SF which is the maximum size allowed for one faceof a monument sign <br />in the IDDSG and will be 5’ tall which is under the 6’ maximum height allowed. <br />Theother face will have theaddresson it to give overall project identification. <br />The second sign will be the directional sign. It will be at the north entrance so as <br />people drive in, they will be able to find where they are going. The IDDSG allows <br />directional signs under 4 SF that don’t require a PUD, but for this kind of project <br />with visitors coming in and out to Community Food Share dropping off and <br />picking up food, and with the other tenants, a 4SF sign wouldn’t provide the <br />guidance needed. The applicant is requesting a larger sign. This sign also <br />complies with the standards in the IDDSG. <br />The third sign is the entrance sign. Because of the designof the building and <br />other concerns of the applicant, they are requesting a monument sign placed in <br />front of the front entrance in place of a wall sign which you would usually see <br />there. It complies with the IDDSG. Staff is recommending condition that ifthis <br />sign is approved, then they are not allowed a wall sign at that location. They <br />would still be allowed wall signs at the entrances for the other tenants. <br /> <br />
