Council member Moss <br />also agreed it would be appropriate to continue agenda items, when it becomes late in <br />the evening. <br />Council member Loo did not want the public to feel they have not been heard, but felt <br />they should be limited to three minutes. She noted the City of Boulder uses a timed <br />green /red Tight stop system. She was not sure it was appropriate to continue agenda <br />items and felt it might irritate the public who have waited to speak. She noted there is <br />always the option for the public to email their concerns to the City Council. <br />Council member Lipton stressed the importance of having a public process. He stated <br />the reason the meetings are too long is because there are too many agenda items. He <br />noted some Council members, staff and members of the public have to go to work the <br />next day. He was not in favor of a timed green /red Tight system. He felt the public <br />comments should be limited, but it was not fair to allow some to speak for 15 minutes <br />and others for just 3 minutes. He suggested starting the meetings earlier and noted the <br />Planning Commission established such a policy and it worked very well. He felt if there <br />was a better way of managing the number of agenda items, it would shorten the <br />process. <br />Council member Keany felt limiting the public comment to 3- minutes is appropriate. He <br />suggested doing executive sessions before a regular meeting. <br />ORDINANCE No. 1671, SERIES 2014 — AN ORDINANCE APPROVING THE <br />VACATION OF NORTH FRONT STREET RIGHT -OF -WAY WITHIN DELO <br />SUBDIVISION — 1st Reading — Set Public Hearing 08/05/14 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light introduced Ordinance No. 1671, Series 2014 <br />MOTION: Mayor Muckle moved to approve Ordinance No. 1671, Series 2014 on first <br />reading, ordered it published and set a public hearing for August 5, 2014, seconded by <br />Council member Keany. All were in favor. <br />CITY ATTORNEY'S REPORT <br />City Attorney Light reported on July 2, the Public Utilities Commission approved the <br />City's application for the pedestrian underpass under the railroad tracks at South Street, <br />and required the final construction and maintenance agreement with Burlington <br />Northern & Santa Fe (BNSF) be submitted to them by July 30th. Staff is still negotiating <br />with BNSF and will ask the Public Utilities for an extension. <br />City Manager Fleming reported staff is waiting for BNSF to return the proposed contract, <br />which will be included in the August 19th City Council packet for consideration. <br />
