Core Project Area: <br /> Attorney Light clarified that DELO may propose taxable and non-taxable <br />bonds. <br />Under the Utility Improvements under private streets, correct typographical error: <br />Commissioner Menaker said if this were being built elsewhere in the city, would it pass? <br />Brew replied if the improvement is dedicated to the City, it should be eligible. <br />if <br />DeJong said <br />McClure said that at the end of the day, these are public improvements that will be <br />owned by the City. <br />Under the Regional Detention discussion, clarify and <br />statements: <br />Commissioner Menaker said it is critical that the Woonerf be built. He would like that <br />contractually obligated and designed to the highest possible level. He said the Comcast <br />property work needs to be done. He does not want the Regional Detention to <br />development <br />jeopardize the project. He feels the utilities under the townhomes are a <br />cost, not urban renewal. <br />DeJong said the questions he will ask Council regarding the regional detention option <br />include whether to allow for upsizing the regional detention and how to pay for it, <br />including the options of committing LRC existing fund balance and going to existing <br />property owners who would be served by the pond. There would be an IGA or similar <br />agreement if the City and LRC cooperated in the pond. <br />Public Comments <br /> None <br />Reports of the Commission: <br /> <br /> Economic Director Aaron DeJong reported that the City has determined a 10 <br />acre pond is not in the best interest of the City. The City does not need it. A <br />detention pond for the Core Project Area is still necessary. There was a <br />discussion of the engineering of the pond and bottle neck at Coal Creek. <br />Commissioner Menaker stated he wants to make sure private and public projects <br />are treated in equal fashion with regard to addressing drainage. Menaker asked if <br />it is a done deal with FEMA that they will re-draw the flood map. DeJong replied <br />it is not a done deal until FEMA signs off on it. <br /> Mayor Muckle reported that the nopened in the Urban <br />Renewal Area. <br /> Mayor Muckle also reported that Governor Hickenlooper came to the recent <br />Metro Mayors meeting. The Governor urged the Metro Mayors to propose Urban <br />Renewal legislation that CCI and CML can come to an agreement with. <br /> <br />Business Matters of the Commission <br /> <br /> <br />a.
