Commissioner Lipton asked what communities this will actually serve. Mr. Wood stated that the
corridor runs from Valmont Reservoir in Boulder and goes through the Louisville corridor into a
substation in Louisville on the StorageTek property or in the vicinity. It has a terminus point of
Broomfield and would primarily serve the Interlocken area. Mr. Wood deferred the question to
the applicant for further comment.

Commissioner Lipton asked if Public Service had any neighborhood meetings. Mr. Wood stated
that this is the first meeting that Staff is aware of.

Applicant Presentation:

th
Rick Thompson, 550 15 Street, Suite 700, Denver, CO 80202, representing Public Service
Company. Mr. Thompson stated that Public Service Company, as a part of its everyday activities
analyzes its system and tries to meet the growing needs of the area of which it serves. The metro
area has been experiencing substantial growth and Public Service is trying to keep up with the
growth. In May of 1998, the public utilities commission reviewed this project and approved it
decision number C98-533, case number 6396 as a normal course of business for Public Service
Company to meet the requirements of providing service to their customers. Public Service is
before the Planning Commission for a Special Review Permit which is the only permit they need
before they can start construction on this project. Essentially this project is rebuilding an existing
transmission wire on an existing right-of-way that has been in place since 1955. In the mid 1970’s
this project was rebuilt to the configuration that can be seen today. PSCO needs to insure reliable
service as growth continues and they are at the point where this piece of the system needs to be
upgraded. The proposed structures to be put on the right-of-way is approximately 85 feet or
somewhere in the range of 15 feet taller than the structures that are there now. It could be less.
The diameters of these structures are approximately 3 feet whether on a straight line, or there are
angles that need to be a little bit thicker in order to support the load of the turning conductor
(wire).

Mr. Thompson showed the Planning Commissioners what they are proposing at this time. Mr.
Thompson stated that the line as it exists now is 115,000 volts or 115 kV. The line that will be
upgraded is 115,000 volts and it will stay at the same voltage. Essentially they will be putting on
a larger conductor which is driving them to put in the new poles. By putting in the larger
conductor, it will allow them to run more electricity through the line so that they can serve their
customers. Mr. Thompson proposed a galvanized or gray pole, which they found skylines well
against the typical skies they are in Colorado. They would like to optimize this line by putting in
fewer structures and by spreading them out over longer distances there would be fewer poles and
that would increase the height slightly. They are receptive to pole replacement and if necessary
they would consider that. Mr. Thompson also stated that the noise level should not change with
the upgrade.

th
Dr. Robert Pierson, appearing on behalf of Public Service Company. Business address is 707 17

4
