handout provided regarding audible noise, the edge of the right-of-way boundary that is shown
there, there is 150 feet instead of 75 feet, those lines should be moved closer to the bell shape
curve. Therefore the readings will be between 10 and 15 dB as far as a halo effect instead of in
the zero to 5 range as shown on the chart. The other chart does show the correct right-of-way
dimensions of 75 feet total. Mr. Schlott asked what prerogatives the city has regarding city
property even though it is a right-of-way. He would like to see a graph of what the noise and dB
might be. If these lines are underground, what are the advantages to the Public Service Company
in installation. Such as future expansion an so on.

Ed Smith, 882 West Mulberry, Louisville, CO 80027. Mr. Smith would like to encourage that
the answers that are provided are provided in such a manner that there is a cost benefit from
taking combinations of these answers to come up with the best solution for the town, versus
looking at one answer for one question and one answer for the other. Look at the answers to all
the big questions to come up with the best-cost benefit not only from the city perspective, but also
for the utilities.

Staff Summary and Recommendation:

Paul Wood asked for a motion from the Planning Commission to submit to the record a total of
97 electronic messages submitted to the Planning Department between April 12 and May 9, as
well as a list of 12 phone calls received by Staff on May 8 and 9; and a mailing received on May 9
on approximately 64 mailings received on May 9.

Motion made by Bill McDermott to enter the above into the record. Seconded by Chris
Pritchard. All members were in favor.

Paul Wood, Planning Director, stated that the recommendation from Staff at this point is to
recommend a continuance to the next regular meeting on June 13, 2000, at 6:30 p.m.

Applicant Summary:

Michael Diehl asked to have all of the questions asked at this meeting in writing to the City. The
answers will be posted on the city website. PSCO is concerned about the citizens that they serve
and will discuss options to build the line. Mr. Diehl will accept phone calls directly and will
respond in writing.

Public Hearing Closed Commission Comments:

Commissioner McDermott would like to find out what the Planning Commission can do and then
how it will be accomplished financially. He would like to see how other communities have
handled these situations and what we can learn from them.

Commissioner Leh does not think there are many people in Louisville who would disagree that

6
