Schlott. <br /> <br />Commissioner Leh made the motion to include the Letter titled Power Lines Upgrades/Locations <br />dated December 11, 2000 from Mr. R.J. Schlott be entered as part of the public record. Seconded <br />by Commissioner Kalish. Motion carried Unanimously. <br /> <br />The second component of this remand was to look at pole types. As you recall at the public <br />hearing there was quite a bit of discussion. The primary request of a single steel pole alternative, <br />the H-frame poles, and then ultimately replacing the old wood poles with new wood poles at the <br />same height. The applicant had prepared a comparison and the comparison was entered into <br />record. The single steel pole alternative with a pole height of 70-95 feet was discussed in <br />comparison to the lower pole heights of the H-frame structures. While using wood H-frames may <br />be more acceptable from a pole height perspective (60-80 feet as opposed to 70-95’), the fact that <br />this alternative would add 22 poles into the corridor would add a significant visual impact in new <br />locations which were not previously impacted. <br /> <br />The information received from the applicant dated November 21, 2000 states that PSCo has <br />already moved forward and ordered the single steel monopoles with the self-weathering or cortan <br />(rust color) finish. This can be discussed further by the applicant. <br />This sort of takes that issue out of our hands tonight. <br /> <br />In summary I would just provide the following comments. The City Council has remanded the <br />application back to the Planning Commission. The Commission therefore, has jurisdiction on the <br />application. The Commission’s hearing on remand has been duly noticed and should be conducted <br />in a quasi-judicial setting. The Commission should open a public hearing, receive testimony, and <br />forward its recommendation to City Council for their final action. <br /> <br /> <br /> 7 <br /> <br />
