Motion passed by unanimous voice <br />consent. <br /> <br />Leh returned to the meeting at 7:15 P.M. <br /> <br /> <br /> <br /> Resolution No. 34, Series 2001, <br />St. Louis Catholic Parish rezoning of 54.6 acres of multiple <br />ownership property from City of Louisville Agriculture (A) to Planned Community Zoned <br />th <br />District – Commercial (PCZD-C), at the NE corner of 96 St. and Dillon Rd. Case #01-003- <br />ZN. <br /> <br /> <br /> <br />Case Manager: Paul Wood, Planning Director <br /> <br /> <br />Applicants: Adrian Games, Richard & Mary Johnson, and St. Louis Catholic Parish (Rev. Donald Willette) <br /> <br /> <br /> <br />Owners: Archdiocese of Denver, Johnson and Games <br /> <br /> <br /> <br />Representative: Brian Rick <br /> <br />Public Notice Verification: Paul Wood, Planning Director, reported that public notice was properly served <br />having been published in the Daily Camera, posted in City Hall and mailed to the surrounding property <br />owners. Because the item was continued it has been reposted in City Hall. <br /> <br />Disclosures: Leh stated that he was approached by Ty Gee and that he had requested that the Planning <br />Commission treat the St. Louis Parish request as a commercial development project. <br /> <br />Staff Report of Facts and Issues: Wood reported that the subject property is a contiguous, 54.6-acre parcel <br />th <br />comprised of three ownership parcels located at the northeast quadrant of the intersection of S. 96 Street <br />and Dillon Road. They are currently zoned Agricultural (A). The application is a request to rezone the <br />parcels to Planned Community Zone District – Commercial (PCZD-C). Staff is headed toward a <br />recommendation of disapproval but at this time staff wanted to bring this case to the Planning Commission <br />to address several outstanding issues. <br /> <br />The intent of the three applicant’s is to assemble their respective properties into the framework of an overall <br />General Development Plan (GDP), as the mechanism to coordinate development and design requirements, <br />as well as access, circulation, and infrastructure requirements into a unified plan. The Louisville Municipal <br />Code requires that a request for a PCZD zone designation must be accompanied by a GDP, which defines <br />a planning area with a minimum of 30 acres in single ownership. The rezoning request is in compliance with <br />that requirement, which then enables the other parcels to be incorporated into the same GDP based upon <br />their contiguity. <br />The Archdiocese is requesting approval of the rezoning and the accompanying GDP to build a foundation <br />for a campus facility for a new 1,200-seat church/sanctuary and attached K-8 school facility for an <br />enrollment of approximately 600 students. The revised GDP submitted in August reflects three zones of <br />development: <br /> Zone I is the church and school campus on 17 acres. <br />Zone II, with the majority of the planning area of 33.5 acres, would be commercial non-retail and <br />administrative offices. <br /> Zone III would be retained for assisted living and childcare facilities on 3.8 acres. <br /> <br />The applicant is also proposing a Phasing of the development. <br /> Phase I is a 34,5000 SF church sanctuary, 43,250 SF tennis facility and 50,000 SF of commercial <br />office with a planned completion of 2005. <br /> <br />6 <br /> <br />
