<br />the standards for materials and building orientation. <br /> <br />The GDP is a concept, which staff had recommended and encouraged from the outset of discussions with <br />the applicant. Staff supported the concept for the very purpose of having a mechanism to coordinate the <br />individual properties within a framework that is able to address access, circulation, and civil requirements in <br />a unified manner. <br /> <br />Staff continues to support the concept on the merits of the GDP and the potential flexibility that it can offer <br />to implement a mixed-use development, staff does not support the proposed density of development nor the <br />related impacts that such density may have on a road system that is currently operating at a substandard <br />level of service during weekdays. <br /> <br />Staff maintains its position that the revised submittal is primarily a commercial development plan first and a <br />church and school campus second.
