sat idle for several months. He stated that the Hoyles have requested an amendment to the IGA. He <br />reminded the Commission that the property is surrounded on three sides by ‘I’ zoned property within <br />the City of Louisville. He also stated that he has documentation for the ‘Rural Preservation’ <br />designation of the Hoyle Property. He summarized with these points: the Hoyle Property would <br />provide the City of Louisville property to develop; and the property is an enclave to Louisville. Lopez <br />is requesting that the Planning Commission recommend to City Council that the Hoyle property be <br />annexed into Louisville and be zoned Industrial. <br /> <br />Rebecca Razzo, daughter of Virginia Hoyle, stated that her family have been members of the <br />Louisville Community for 39+ years and she is requesting the Planning Commissions support in the <br />annexation and Industrial zoning of the family property. <br /> <br />Members of the Public: None. <br /> <br />Commission Questions: <br /> <br />McAvinew – None. <br /> <br />McDermott stated he is confused because of the Staff recommendation for a zoning designation when <br />the property is not eligible for annexation. <br /> <br />Lipton requested Johnstone to point out specific areas on the large zoning map and to explain the <br />specific zonings and acres involved in each parcel. Lipton reminded the Commission that we are <br />considering the zoning only and do not have responsibility for the annexation. The annexation decision <br />is made by the City Council and then if annexed the zoning of the property has to be completed within <br />90 days. Lipton also would like to request that the City Council be provided more specific information <br />regarding the IGA and the communication to the Hoyle family regarding the IGA. <br /> <br />Pritchard stated that his questions have been addressed. <br /> <br />Staff Summary and Recommendation: Johnstone reminded the Commission that there is not an <br />amendment to the IGA being presented to the Planning Commission. The action they are to take is for <br />a zoning designation only and Staff is recommending disapproval of the Industrial zoning request. <br /> <br />Applicant Summary: Lopez explained there really is not a process on how to amend the IGA. A good <br />set of rules would have provided a way to proceed for the Hoyle Family. Lopez stated that Lafayette is <br />prepared to conduct a Public Hearing on an IGA amendment. From the land use issue it makes sense to <br />zone the property Industrial and to annex the property into the City of Louisville. <br /> <br />Public Hearing Closed Commission Comments: Lipton closed the Public Hearing and asked for <br />Commission Comments. <br /> <br />McAvinew stated that the Commission have a lot of ‘what ifs’ before them this evening. He also <br />disagrees with the Staff recommendation. The property should be zoned Industrial. <br /> <br />McDermott agreed with McAvinew. He also feels that the Hoyles are in a very uncomfortable situation <br />with the IGA. <br /> <br />4 <br /> <br /> <br />
