Staff Report:

Ken Johnstone stated that this application has also been reviewed by the Commission as a
Preliminary PUD and was approved in October of 1998, and is coming forward tonight as a final.
Mr. Johnstone gave a brief description of the details of this matter as stated in the staff report.

Commission Questions:

None.

Applicant Presentation:

Arlin Lehman, 908 Main Street. Mr. Lehman expressed his concerns with redesigning his project
everytime he has to come before the Planning Commission and City Council.

Erik Hartronft feels that the design before the Commission is a really good design and is one that
has responded to all of the issues that have come up since they have gone through Council and
Planning Commission hearings.

Members of Public:

None.

Commission Questions:

Commissioner Pritchard asked if there were any intentions of putting antennaes on top of the
building. Arlin Lehman indicated that he is not anticipating any use that would require antennaes.

Commissioner McAllister inquired as to the sidewalk plan. Craig Kitzman explained that a route
is being opened up to maintain a six-foot width at a minimum from the back of the curb since
there will be a parking lot there and this will keep some of the landscaping.

Chairman Boulet asked if the applicant would be willing to agree to a note reflecting storage use
only in the basement. Arlin Lehman stated that this basement is about 30% of the whole project
and that it would not be appropriate to have that much storage and that light use is intended for
the basement.

Staff Summary and Recommendations:

Staff is recommending approval of Resolution No. 9, Series 1999, with the three conditions as

6
