Ken Johnstone stated that there is an ordinance that has been tabled until March 16, 1999, that would put a new parking requirement in place specifically applying to downtown and would require 2 spaces per 1,000 square feet. For most types of uses, retail and restaurant uses would only have to provide 1 per thousand. There would also be an alternative fee in lieu of providing parking that would go into a parking improvement fund that would presumably be used by the City to construct additional parking lots. Staff Summary and Recommendation: Staff is recommending approval of Resolution No. 8, Series 1999, with three conditions. Public Hearing Closed/Commission Comments and Vote: Chairman Boulet is pleased with this project and is satisfied with the conditions and the note on the PUD concerning parking. Commissioner Van Nostrand is fully in favor of this project. Motion made by Russ Van Nostrand to approve Resolution No. 8, Series 1999, as presented by Staff. Seconded by Chris Pritchard. Roll Call Vote: Sarah Klahn, Yes; Robert McAllister, Chris Pritchard, Yes; Russ Van Nostrand, Yes; Bill Boulet, Yes. Motion passes 5:0. C. Resolution No. 16, Series 1999, a Resolution recommending approval of an ordinance adopting a zoning code amendment and establihing a maximum Staff Certification/Planning Commission Disclosures: Ken Johnstone stated that notice was published in the Louisville Times, Saturday, January 23, 1999, and posted in City Hall Friday, January 22, 1999. All Planning Commissioners disclosed that they have visited the site. Staff Report: Ken Johnstone stated that this application has also been reviewed by the Commission as a Preliminary PUD and was approved in October of 1998, and is coming forward tonight as a final. Mr. Johnstone gave a brief description of the details of this matter as stated in the staff report. Commission Questions: None. 4
