<br />Wood noted that Craig Kitzman, Assistant City Engineer, is also present this evening to address <br />and answer any questions that the Commission might have regarding the Planning and <br />Engineering Division concerns related to the project. <br /> <br />Wood provided the following background information: <br />1) parcel was annexed in 1976 as part of 743-acre annexation; <br />2) the parcel size is 67.17-acres; <br />3) subject to the terms and provisions of the Annexation and Zoning Agreement; <br />4) zoned Industrial (I), with the exception of a 10.7-acre parcel which is zoned <br />Commercial Business (CB); <br />th <br />5) the parcel has approximately 2,201 feet of frontage on South 104 Street and 1,437 <br />feet on Dillon Road; <br />6) there is 5.4-acre parcel located adjacent to the NW corner of the project that is owned <br />by Harold and Rosemary Bennett that is annexed, unplatted and zoned Agriculture <br />(A). The property is occupied by a single-family home with accessory out <br />buildings. <br /> <br />The remainder of Wood’s staff report details the following areas: Subdivision Plat, CTC <br />th <br />Boulevard Connection, Bennett Access, South 104 Street Connection, Public-Use Dedication, <br />Plat / PUD Modifications and Rezoning. Each is detailed below. <br /> <br />Subdivision Plat: <br />Wood stated that the subdivision plat is consistent with the general character of the recently <br />platted Business Center at CTC and the Park at CTC with lots ranging in size from 3 to 3.5 acres. <br /> Access is provided by a series of public right-of-way dedications: extend Boxelder St. to South <br />th <br />104 St. and CTC Boulevard from Boxelder St. to Dillon Road. <br /> <br />CTC Boulevard Connection: <br />Wood referenced the Plat and stated that it has been modified to reflect the full width dedication <br />by the subdivider of the CTC Boulevard connection from Boxelder St. to the north property line. <br />Staff is not recommending that the subdivider be required to acquire and construct off-site road <br />improvements since the connection is not required for secondary and/or emergency access. Wood <br />continued by stating that when or if CTC Blvd is fully constructed it will provide contiguity and <br />frontage to a full mile of property frontage from Dillon Road to Cherry St. within the Park, the <br />Business Center at CTC and now the CTC Filing No. 2. <br /> <br />Bennett Access: <br />Wood reviewed the current access available to the Bennett property as being a 30’ wide roadway <br />th <br />easement between South 104 St. and their east property line, as shown on the plat crossing <br />proposed Lots 11 and 15. Staff is aware of correspondence between the Subdivider and the <br />Bennetts reflecting negotiations for the Subdivider to purchase the easement. <br /> <br />Wood reported that the easement does present some immediate concerns to the Planning and <br />th <br />Engineering Divisions in the fact that the easement’s proximity on South 104 St. to the proposed <br />th <br />intersection of Boxelder St. and South 104 does not meet street cut criteria of the City.
