None heard. <br /> <br />Public Notice Certification: <br />Lipton requested of Staff public notice verification. Kenneth Johnstone, Principal Planner and <br />case manager stated that full public notice was published in the Boulder Daily Camera on March <br />23, 2003 and posted in City Hall and mailed to the adjacent property owners on March 21, 2003. <br /> <br />Staff Report of Facts and Issues: <br />Johnstone stated that the Fairview Montessori School located at 733 Jefferson Ave. has come <br />before the Planning Commission requesting a special review use for an expansion of the existing <br />program into the adjacent church facility on the same property. <br /> <br />Johnstone reviewed the original approval points for the school as follows: <br />Original approval was given by City Council in August of 1994. <br /> <br /> <br />A maximum of 23 students and 4 staff members, only 3 of which were to be present at any <br /> <br /> <br />one time. <br />Outdoor play area at the rear of the structure, with hours limited to 10:30 am to 2:00 pm. <br /> <br /> <br />Parking for 5 vehicles off of the alley and area for student drop off / loading was identified <br /> <br /> <br />along Jefferson Ave. <br />Signs to be posted requiring that “no unattended vehicles” be left in the loading zone <br /> <br /> <br />between 7:30 am and 5:30 pm. <br /> <br />Johnstone reported that the school has been open since the initial approval and is operated by <br />Shannon and Lee Ryland. <br /> <br />Staff stated that they had learned that the operation had been expanded early this year. Upon <br />contacting the Ryland’s they followed up and requested permission to expand the program by <br />approximately 10 – 15 students in a class to be conducted in the Methodist Church building. <br /> <br />2 <br /> <br />
