<br /> <br />Chairman Lipton asked for other Commissioner questions. None heard. <br /> <br />Chairman Lipton asked if member of the public had come to speak, if so then he requested they <br />come the microphone, state their name and address for the record. <br /> <br />Members of the Public: <br />Tom Rafferty, 945 Rex St., stated that he supports some type of compromise such as a partial <br />vacation. We need to access to the Community Park for the safety of the local residences that <br />will be walking to the park. <br /> <br />Randy Luallin, 301 East St., stated that he supports the property owner. He also sited other <br />instances where he felt that the City had not kept accurate records. <br /> <br />Jean Morgan, 1131 Spruce St., stated that she understands the position of the property owner and <br />issue facing the City to provide inviting access to the new park. She stated that access if needed <br />at this location for pedestrians as well as emergency vehicles. She suggested that signs be posted <br />to limit the parking to residential parking only. <br /> <br />Lawrence Caranci, 1016 Grant, supports the vacation of the ROW because the access to the park <br />is not needed at this point because there is access from Main St, Roosevelt and County Road. <br /> <br />Wayne Varra, 224 Main St., supports the vacation of the ROW because the park does not need <br />another access point. <br /> <br />Barb Hesson, 411 County Road, does not support the ROW vacation. She stated that during the <br />Community Park hearing process she had presented a petition with 134 signatures supporting an <br />access to the park at Front St. She stressed the importance of pedestrian access at this location. <br /> <br />Ed Helmstead, 1000 Rex, stated that it looks like a natural access to the park but we can’t go <br />through their property. He does not support the opening of the easement just for access to the <br />park. <br /> <br />Don Franz, 1000 Parkview, expressed concern with safety and the current access to the park. He <br />would like to see an additional access point but wants the City to take a close look at the opening <br />of this property. <br /> <br />Chairman Lipton asked if others had come to speak. He then asked for questions of <br />either the applicant or staff. <br /> <br />Commission Questions of either Staff or Applicant: <br />Commissioner Deborski to staff: There is a concern with safety along the Front St., what can be <br />done to slowdown the traffic.
