DRAFT <br />Funding and incentives are needed and should be in place prior to City Council <br /> <br /> <br />approval. <br />The definition of ‘hardship relief’ needs to be reviewed and modified. <br /> <br /> <br />The balance between Historic Preservation and ADA compliance and energy <br /> <br /> <br />conservation needs to be addressed. <br />Historic Preservation Commission needs to be included in the Comprehensive Plan <br /> <br /> <br />process, including definition of what the downtown historic district boundaries are. <br />The percentage of for and against a ‘district’ designation should be re-considered. <br /> <br /> <br /> <br />Lipton: <br />Forced designation is unacceptable. <br /> <br /> <br />Incentives and funding need to be addressed. <br /> <br /> <br /> <br />McAvinew: <br />Major concern with the forced designation without the property owners consent. <br /> <br /> <br />Fifty year age criteria is not appropriate. <br /> <br /> <br /> <br />Pritchard: <br />The ordinance will have a negative impact on the community. <br /> <br /> <br />Does not help the downtown area. <br /> <br /> <br /> <br />Deborski: <br />Ordinance is too subjective. <br /> <br /> <br />A key element is missing – incentives. <br /> <br /> <br />A forced ‘district’ designation is a major concern. <br /> <br /> <br /> <br />Lipton moved that the Planning Commission finds the proposed ordinance fatally flawed in <br />regard to the process and criteria for forced inclusion in a historical district or as a specifically <br />landmarked property. The ordinance as proposed would potentially infringe and violate private <br />property rights. It is the PC’s recommendation that forced designation provisions be removed <br />from the ordinance. The PC also recommends that in the criteria to review an alteration <br />certificate that there should be special consideration and allowance for improvements intended to <br />enhance physical accessibility and energy efficiency. <br />Motion seconded by McDermott. <br /> <br />McAvinew requested that a draft summary of the Planning Commission recommendations be <br />available at the next Planning Commission meeting so the Commissioners can review prior to it <br />being sent to City Council. <br /> <br />Johnstone stated that it would be available. <br /> <br /> <br /> <br /> <br /> <br />7 <br /> <br /> <br />
