APPROVED – MARCH 10, 2005

Deborski requested information about parking and the FasTrack project with relation to parking
concerns.
Simmons stated that parking for FasTrack was currently planned for the east side of the tracks
with the west side being primarily available for drop-off and pick up.

McDermott asked if the current plan included a 2 hour parking limit.
Simmons explained that the duration of parking had yet to be determined.

Simmons concluded the discussion with a request to approve the application.

Members of the Public:
Nancy Love, 841 Front St., expressed concern with the below grade parking and how it will
affect her property because of the underpinning that will required.

Commission Questions:
Deborski asked what was planned for the removal and location of the soil that will be removed
for the below grade parking.
Boyd explained that it will be used as fill for the Community Park area for road construction.

Deborski asked where the materials will be staged.
Antolat stated that it will be staged from the old Alpine Lumber site.

Kalish inquired if the underpinning of the adjacent property is necessary and for a better
explanation of the process.
Simmons explained that the City will need to obtain easements from the property owners for the
use of the pins.

McDermott asked if the practice of freezing 6 – 8 feet of the soil had been considered.
Antolat stated he was not familiar with that method.
McDermott recommended that he review that method as a alternative.

Lipton inquired about the landscape area in the front of the building.
Poli reviewed the plan and its relationship to the stairs that lead to the below grade parking.

Lipton asked how the exhaust fumes would be vented from the below grade parking.
Poli stated that exhaust fans would be located inside the structure, adjacent to the stairwell and
will cycle on/off as needed.

Loo asked staff if the method of lighting the sign (ground lite) is allowed.
Wood confirmed that it is an allowed method.

Public Hearing Closed Commission Comments:
Deborski stated that he liked the building but will not support approval of the application
because of the location and the problems it creates for parking in the downtown area.
5
