City Council
Study Session Summary
January 21, 2014

golf course
drainage but does not include work for flood mitigation. A discussion ensued
regarding if flood mitigation should be performed and that it will change the work
being done.

Gambon said the GCAB is meeting at 6:30 pm on January 27, 2014 to review
cost estimates which will be included in the City Council packet for February 4,
2014.

Councilmember Jasiak stated that before the golf course is reconstructed she
hoped non-golfers and how they can utilize the golf course would be taken into
consideration. Gambon replied that the GCAB encourages people to use the
course when there is snow on it and walk the cart paths when the course is not in
operation. The GCAB would like to work on a marketing plan that includes
outreach to non-golfers. Councilmember Jasiak thanked the GCAB for keeping
that in mind.

Councilmember Dalton asked for a listing of issues category by category. He said
the issues seemed to be:
Water draining off the golf course to private property that is unacceptable
What can be done if we have another 100 year flood event.

rdth
Gambon said the 3 and 15 holes have drainage issues that can be easily be
mitigated under the LU reconstruction.

Councilmember Jasiak asked for clarification: future flood damage control in not
in the LU contract? Gambon replied that is correct; the LU contract is to restore
and reconstruct the course. Any flood mitigation needs to be engineered.
Parks Director Stevens said steps will be taken to evaluate flooding issues using
flood maps. Major flood mitigation including flow rates, volume, incremental
changes will be made.

Councilmember Stolzmann asked who is looking at flood/melt and how it affects
hole #15. Jeff Cordes of Landscapes Unlimited said LU will do no engineering to
protect against 100 year flood issues but the LU team will evaluate drainage
concerns on hole #15. The Request for Proposal was for improvements and
flood damage repair.

Cordes said hole #3 drains into a pond. LU may be able to redirect stormwater
away from the HOA pond. Kevin Norby, golf course architect is exploring
alternatives dependent upon an engineering analysis.

David Moore, Alliance Engineer, spoke about a study done, now in draft form
commissioned by Urban Drainage. It is not within the scope of the CCGC project
to address a global flood event. Holes #3 and #15 are a simple fix.
