City Council <br />Study Session Summary <br />February 25, 2014 <br />Page 2 of 4 <br /> <br /> City Codes Board of Appeals <br /> Input to Trail Master Plan update <br /> Proposed Community <br /> <br />Bradford reported that the board communicates well with each other. <br /> <br />He said LSAB would like to hear from Council where they would like LSAB to <br />direct effort. <br /> <br />Councilmember Loo suggested they interface with the Utility Task Force. She <br />would like a community conversation on zero waste versus a mandate. She <br />would like to know what the benefit to the community will be from the LSAB <br />sponsored community garden. Loo thanked LSAB for their work on the backyard <br />hen issue. <br /> <br />Councilmember Dalton said Council is not united on what the goals should be. <br />Like Councilmember Loo, he likes to know how the community benefits from <br />projects. <br /> <br />Board member Vigil-Tapia said the goals should survive successive board <br />members and councils. <br /> <br />Councilmember Lipton would like to proceed moderately, focusing on education <br />outreach and providing resources for citizen to learn about sustainability. <br /> <br />Mayor Muckle is interested in sustainability and supports having a <br />comprehensive view of how to proceed. He supports surveying the community. <br /> <br />Board member Hsu asked if staff looked for grants. City Manager Fleming said <br />staff looks for grants and mentioned 4 that staff applied for and were granted. <br /> <br />Director Kowar said having a master plan would be helpful to staff. <br /> <br />Update/Discussion Solid Waste RFP <br />Public Works Director Kowar said the current program has been working well and <br />Western Disposal has been doing a good job. Western is at the end of a 5 year <br />contract and staff is preparing to advertise a new Request for Proposal (RFP). <br />The RFP will ask for essentially the same program with alternate pricing for the <br />following options: <br /> Cost for weekly compost pickup, with trash and recyclables picked up <br />alternating weeks. <br /> Cost savings if the City purchases totes <br /> Cost for City to be served by natural gas trucks. <br /> Cost for Contractor to provide leaf dropoff services <br /> RFID tracking to enable customers to access data regarding their disposal <br />and diversion. <br />
